Descri g Materials Council Notes: 75.0262 Aoenda Item No J 8 CITY OF SAN BERNOIDINO - REQUEST ~ COUNCIL ACTION STAFF REPORT The Traffic Engineering Section received several complaints from residents in the area of Sierra Way between Base Line Street and 40th Street, concerning traffic flow charac- teristics along this street. The residents claim that they have difficulty turning into their driveways. Motorists fre-quently pass them on the right, while they are in the process of making a right turn into their driveways. An investigation, conducted by the Traffic Engineering Staff, verified the resident's claims. The high curbs and narrow driveway approaches along Sierra Way cause residents/motorists to make wide turns into their homes. Taking advantage of the extra wide lanes, motorists behind them, pass on the right creating a potentially unsafe condition. This problem is compounded by the fact that parking is not allowed on Sierra Way during peak periods of traffic. To resolve this problem, staff recommends that a continuous left-turn lane be installed along the road. This action will narrow the through lanes, thereby discouraging passing on the right. Left turns will also be much safer with the installation of this lane by reducing the potential for rear- end accidents. Sierra Way, between Base Line Street and Highland Avenue, has recently been resurfaced. Taking advantage of the situation, the Traffic Engineering Section proceeded to paint the left-turn lane. This action eliminated the need for the peak hour "No Parking" zones. The "No Parking" between 7:00 a.m. and 9:00 a.m., appli- cable to the west wide only, and the "No Parking" between the hours of 4:00 p.m. and 6:00 p.m., applicable to the east side only, were originally installed along this section of Sierra Way in February of 1965. The apparent intention of the zones was to encourage the use of Sierra Way as a 2-lane road in the direction in which traffic is flowing at that time, southbound in the morning, and northbound in the evening. However, the recent complaints suggest that this arrangement is causing confusion. The Committee concurred with the findings of the Traffic Engineering Staff and, therefore, recommends that the parking prohibitions be removed.
