Svnovsis of Previous Commission/Council/Committee Action(s):
On May 10, 1990 the Redevelopment Committee authorized the issuance of
a Request For Proposal (RFP) for the 40th Street/Kendall Drive
Corridor Plan.
On October 31, 1990, the Community Development Commission and the
Mayor and Common Council approved resolutions making findings and
determinations as to the benefit of undertaking the 40th Street
Corridor Plan for the State College Redevelopment Project Area.
On September 10, 1992, the Redevelopment Committee considered this
matter and recommended the matter be forwarded to the Community
Development Commission as a receive and file item.

STAFF REPORT
Fortieth Street Corridor
On May 10, 1990 the Redevelopment Committee authorized the issuance of a
Request For Proposal (RFP) for the 40th Street/Kendall Drive Corridor
Plan. The Redevelopment Agency requested the preparation of a project
proposal to complete a Corridor Plan along portions of two major
arterials located in the northwest part of the City of San Bernardino.
The Plan was to provide a detailed program for the general upgrading of
portions of Kendall Drive, 40th Street and Sierra Way to reverse the
blighting influences in the area.
On October 31, 1990, the Community Development Commission and the Mayor
and Common Council approved resolutions making findings and
determinations as to the benefit of undertaking the 40th Street Corridor
Plan for the State College Redevelopment Project Area. The Community
Development Commission also authorized the Executive Director execute a
contract for consulting services with the Arroyo Group. The consultant
was to prepare a draft corridor plan which would include design
standards, guidelines and an implementation program. The program was to
include defining goals and objectives, market evaluation, land use
evaluation and alternatives. The contract that was executed on November
19, 1990, was to be administered by the Planning and Building Services
Department
In January, 1992, staff of the Development Department of the Economic
Development Agency contacted the Planning Department to determine the
status of the project. Development Department staff indicated that the
agreement for professional services had expired in November, 1991 and
that the Executive Director was authorized to extend the agreement for up
to six (6) months. After numerous contacts with the Planning Department,
Development Department staff was informed in April, 1992 that several
meetings on this plan had been held with citizens, City staff, and
council members. The Planning Department further indicated that a
preliminary draft had been submitted.
On May 19, 1992, staff met with the consultants to discuss concerns
Planning had with the report. Staff drafted an outline of an action plan
for the implementation section of the study. The action plan was
forwarded to the consultants in June, 1992. Between June and August,
1992, the consultants prepared the final document which was delivered to

the Planning Department on August 20, 1992. Planning staff is presently
reviewing the document and will make final comments within the next six
weeks. The report will be subsequently submitted to the Planning
Commission and Mayor and Common Council for approval.
Staff recommends adoption of the form motion.
