Unfortunately, the Grand Jury, having just reconvened with new membership, is unable to attend to this investigation for several months. Even if it could be completed in a timely manner, the investigation would be performed on a confidential basis. Allegations of misuse of taxpayers funds must be addressed expediently and in the light of day. For the best interest of all concerned, I am requesting that the Council formally authorize an audit of change orders. The audit would cover all change orders approved by the Council in the last twelve months and would be performed by a reputable CPA firm. If the Council wishes to extend the scope of this audit to include all change orders approved by the Council over the last three (3) years, I have no objection. '5-0264
