Installation of In-fill Improvements and Replacement of Damaged Improvements - Selected Major Arterials - Tax allocation bond proceeds have been allocated to finance the costs incurred for installing landscaping and irrigation systems, A Landscape Development Program, authorizing participation with property owners for installation of landscaping on parcels adjacent to selected major arterials, was established by Resolu- tion No. 91-185, adopted on 5-20-91. Implementation of this landscaping program is well underway. Since San Bernardino is an historic city, much of our street in- frastructure was installed many years ago. However, there are still some sections of street that have not been fully improved with normal street infrastructure, such as curb and gutter, and sidewalk. ".' ",. Some sections of the existing street improvements have been damaged due to normal deterioration over the years, or from the growth of tree roots. These missing or damaged sections of street improvements detract from the beautification provided by the landscaping being installed, Also, the damaged sections can create potential liability problems for the City. Today's competitive bidding climate has resulted in very favorable bid prices for construction work, Allocation of funds for installing missing sections of street improvements, and replacing damaged sections, would allow these items of work to be done at the lowest possible cost. Since detailed plans will not be needed, the contract documents could be prepared with a minimum of effort and the project advertised for bids very quickly. This will ensure that we will be able to take advantage of the favorable bidding climate. Construction of these street improvements will complement the landscaping now being installed, reduce the City's exposure to liability, and assist in our maintenance efforts. Root guards will be installed to prevent future damage from tree roots. We recorrunend that the allocation of $1,000,000 from Tax Alloca- tion Bond Proceeds, for installation of in-fill street improve- ments and replacement of damaged improvements, be approved. tI" -".-i ~
