The main activity to date has been development of floor plans
for both buildings. The total net usable area in Buildings A
and B is 44,093 square feet, which represents an increase of
172% over the existing area of 25,569 square feet. However,
this area is less than the program amount of 49,104 sq. ft.
Acquisi tion of the Valley College Building on 8th Street has
been under consideration for some time. However, due to the
uncertainties involved, the Architect was originally directed
not to consider this building. Information was provided at the
Team meeting of 8-19-92 to the effect that the administration
is actively pursuing acquisition of this building and a reso-
lution is expected in the future. Based upon this information,
the Architect was directed on 8-19-92 to include this building.
Inclusion of the 9,000 square feet in this third building will
exceed the program area. The building will initially be used
for property storage and future expansion.
Concern has been expressed over the operational problems that
will be created by having the Patrol Division in a separate
building. The Architect has shown a future expansion for
Building "A," which would solve the separation problem. This
expansion would have a footprint of 13,000 square feet, and
could be either 3 stories or 4 stories. The parking lot design
will accommodate this expansion whenever the City may decide to
proceed. The Architect will develop a preliminary estimate of
cost for construction of this expansion, for comparison with
the cost for renovating Building "B."
State law requires that areas for patrol and watch commanders,
and prisoners, be considered as "essential" facilities. How-
ever, there are good reasons for designating all of Buildings A

and B as "essential" facilities, in order to ensure that the
Police Station will remain in operation after a major earth-
quake.
An "essential" facility is required to withstand 150% of the
lateral forces stipulated in the current Uniform Building Code.
Since the original portion of,' Building A was built in 1959, it
is very doubtful if this structure meets the requirements for
an "essential" facility. An analysis by a Structural Engineer
will be necessary to determine how much retrofitting will be
required to bring Building A and B into compliance with the
current UBC, and how much to meet the requirements of an
"essential" facility.
Considerable effort has been made in trying to locate plans for
Building A. Unfortunately, these efforts were not successful.
This means that special testing and investigation will be re-
quired to determine the structural character of the building.

A proposal for these extra services has been submitted by the
Architect. This proposal is in two parts, the first for archi-
tectural services to determine the design features of the
building. The proposed fee for these services is $18,000. The
second part is for testing services, for a proposed fee of
$10,000. This work could be contracted for separately by the
City. However, the Team felt that it would be better to
maintain one line of responsibility. A copy of this proposal
is attached for reference.
The Agreement for Professional Services with Leach Mounce
Architects provides for compensation of $163,680 for fixed cost
tasks, and up to $56,220 for hourly cost tasks, with the total
not to exceed $219,000. Section 4 of this Agreement states
that changes or extra services shall be incorporated by written
amendment.
An updated Time Chart was distributed at the meeting of 8-19-
92. According to this chart, all work should be completed by
August 15, 1993.

RE: A Proposal for Services to determine the Structural Character of the Existing
Buildings at 701 "E" Street for use as the San Bernardino Central Police Station.
A. This proposal is for architectural services to determine the structural character of the existing
buildings located on the site at 701 "E" Street in San Bernardino. These buildings are to be
converted for use to house the Central Police Station function by the City of San Bernardino.
Based on our understanding of the project, our specffic tasks are as follows:
1. Field measurements and preparation of existing structural framing plans.
2. Structural calculations to determine seismic characteristics of existing structure.

For these services we propose a fee of $18,000.
We recommend that the City independently retain services of a testing laboratory and a
geotechnical engineer to obtain information for the following structural items. These items cannot
be field verified by Leach Mounce Architects or our structural consultant Brandow & Johnston
Associates but will be required to complete this proposed service:
1. Compressive strength of the existing concrete.
2. Thickness and reinforcement of existing walls, beams and slabs.
3. Verification of existing foundation systems.
4. Geotechnical report.
The cost for these 4 items listed above is not included in our fee proposal.
We have developed our fee based on our discussions and our site visits including a visit with a
representative our structural engineers, Isao Kawasaki of Brandow & Johnston on July 8, 1992.
If the City desires to contract with LMA for the services under B, we propose a fee of $10,000.
Our fee does not include design and details for strengthening of the building as a result of this proposed
service. That wor1l is included under the original agreement. A result of this evaluation may present cause
to reevaluate the scope of wor1l assume under the original agreement. If this should be the case we will
submit a written proposal for your approval before proceeding with the work.
