STAFF REPORT
This resolution is recommended in order to proceed with solid waste
management planning, with a comparative feasibility study of three
potential Material Recovery Facility (MRF) sites. As discussed in
the city's Source Reduction and Recycling Element, processing of
the city's waste stream at a MRF will be required in order to reach
the state-mandated recycling goals of 25% in 1995 and 50% in 2000.
In addition, the county Solid Waste Management Department has
announced that Milliken Landfill will close in August 1993. This
wil1 severely impact our city's refuse operation because half of
the county's population is presently served by Milliken, and its
c10sure will send much traffic and volume to our local landfills.
Therefore, a transfer station (with MRF capabilities) is needed to
consolidate our loads and avoid excessive waiting at the landfills.
Ear1ier this year, staff provided tours of first-class MRF
operations in Orange county to interested officials and department
heads. These types of facilities are found to blend well into
modern industrial settings while providing an ascending order of
job opportunities in the community.
I The MRF processing of waste streams also presents an enterprise
! opportunity to the city. While San Bernardino has a large enough
l waste stream to make its own plant cost-effective, surrounding
cities do not. In addition, San Bernardino is ideally. located on
rai1 and road transportation lines for bulk shipment of
recyclab1es. Although unrecyc1ab1e waste will be trucked in fewer
and larger loads to county landfills as available, rail hub access
is a valuable option in the event future landfills are located
farther away. Therefore, San Bernardino has the potential to serve
other cities' MRF needs as an enterprise operation.
Due to delays waiting for cities throughout the county to attempt
formation of a solid waste JPA for MRF operations, time is of the
essence. siting, design, and construction of a MRF will take from
now until 1994, just before the 25% recycling mandate deadline.
Staff recommends adoption of the resolution in order to proceed
with preliminary site evaluation.

approval a contract with one of three engineering consultants, with

funding appropriated in the Refuse Fund to perform a comparative
11
12 feasibi1ity study to determine the most suitable of three potential
regional solid waste transfer/MRF sites in San Bernardino.
