Descrj Council Notes: Agenda Item No. ~.~ CITY OF SAN BERN~DINO - REQUEST JCR COUNCIL ACTION STAFF REPORT The Traffic Engineering Section received a petition to evaluate pedestrian/traffic safety on Orange Street, near Highland Avenue. A comprehensive study was conducted by the Traffic Engineering staff and presented to the Traffic Safety Committee at their July 8, 1992, meeting. The scope of the study was expanded to include the section between Pacific Street and Highland Avenue. The speed study found the critical speeds (85th percentile) to range between 40 and 42 m.p.h. Normally a 40 m.p.h. speed limit would be recommended at their rates, however, in view of the higher than nomal accident rate, a 35 m. p. h. speed zone was recommended. Since there is no posted speed limit, and this area does not qualify for a residential 25 m.p.h. speed limit, the maximum legal speed along this road is currently 55 miles per hour. Establishment of a 35 m.p.h. speed limit will result in the lowering of the speed limit by 20 miles per hour. The Committee concurred \vith the findings of the Traffic Engineer and recommended that a 35 m.p.h. speed limit be established on Orange Street, between"Pacific Street and Highland Avenue. Since portions of this street lie wi thin the j urisdic-- tions of the City of Highland and the County of San Bernardino, concurrence from these two jurisdictions will be needed before posting the recommended speed zone. ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION lO. 52.020 OF THE SAN BERNARDINO MUNICIPAL CODE ESTABLISHING A THIRTY-FIVE MILE PER HOUR SPEED ZONE ON ORANGE STREET, BETWEEN PACIFIC STREET AND HIGHLAND AVENUE. THE MAYOR AND COMMON COUNCIL BERNARDINO DO ORDAIN AS FOLLOWS: OF THE CITY OF SAN Section 10.52.020 of the San Bernardino SECTION 1. Municipal Code is. amended to read: "10.52.020 THIRTY-FIVE MILES PER HOUR In accordance with and pursuant to the authority of Sections 22357, 22358, and 22360, of the California Vehicle Code, the Mayor and Common Council do hereby determine and declare, upon the basis of an Engineering and Traffic Investigation, that the Prima Facie Speed Limit of Thirty-Five miles per hour shall be established on the following streets or portions thereof in the City: ARROWHEAD AVENUE: Between Seventh Street and Highland Avenue. 'D' STREET: Between Sixth Street and Twenty-Eighth Street. , E ' STREET: Between Tenth Street and Thirtieth Street. . EUCALYPTUS AVENUE: Between Mill Street and Rialto Avenue.
