Council Notes: 75.0262 Agenda Item No 15 CITY OF SAN BERNCRDINO - REQUEST OR COUNCIL ACTION STAFF REPORT A Public Housing Drug Elimination Program Grant, authorized by the Department of Hous i ng and Urban Development (HUD), has been extended to the Hous i ng Authori ty of the County of San Bernardi no (HACSB). In the grant appl i cati on, the HACSB has i dentifi ed two pub 1 i c housi ng compl exes, the Wi 1 son/Medi ca 1 Center Project (Ca 1. 19-3) and the Waterman Gardens Project (Ca 1. 19-2) wi th si gnifi cant drug acti vi ty, drug related crime problems and an increased sense of insecurity on the part of the resident families. The grant allocates moni es to the HACSB to employ a Drug El imi nati on Coordinator and reimburse the City of San Bernardino for police personnel, specifically one (1) Police Officer and one (1) Police Records Clerk, to assist directly in the program. The Police Officer provides directed and specific patrol at both Cal. 19-2 and Cal. 19-3 during the critical hours that illicit drug and crime activity normally takes place. The Police Records Clerk assists in neighborhood prevention and awareness programs and man the Community Service Office, which the HACSB provides in Cal. 19-2. HUD grant monies would continue to reimburse the City 100% of the salary and benefits for the Police Officer and Police Records Clerk for 6 months, effective 7/01/92 through 12/31/92, with the possibility of an extended year of funding. HACSB will also continue to lease a fully equipped police vehicle with grant monies, and fund a fully operational Community Service Office in Cal. 19-2. This grant provides the police department with additional personnel and equipment to address crime and drug problems in two residential areas for the City impacted by drug related crimes with some additional allocation of City moni es. HUD and the Ci ty wi 11 conti nue to provi de the same benefits as duri ng the first year of the grant. An outline of these costs is included in this report. During the time the police department has been involved with the HUD grant a significant amount of work is identifiable through monthly statistical computation. Officer Van Rossum averages four (4) arrests, five (5) S.M.A.S.H. F.I. 's, and 65 positive citizen contacts per month. PRC Lang averages about 45 phone and walk-in reports per month as well as remaining active in the Tenant Advisory Committee, the Drug Elimination Program, teen meetings, and neighborhood watch. She also types confidential correspondence, weekly trainee reports (dept. wi de), and enters backlog report i nformati on into the computer at the rate of approximately 200 per month. Probably the most significant though is the positive response from the citizens who live in the two areas served by the grant. The officer assigned has time to interact wi th citi zens whi ch hel ps them understand thei r pol i ce department and to feel less isolated from law enforcement. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE SAN BERNARDINO POLICE DEPARTMENT AND THE HOUSING AUTHORITY OF THE COUNTY OF SAN BERNARDINO ADDRESSING THE ILLICIT DRUG ACTIVITY IN PUBLIC HOUSING COMPLEXES KNOWN AS 9TH STREET AND WATERMAN GARDENS. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and directed to execute on behalf of the City of San Bernardino a Memorandum of Understanding with the Housing Authority of the County of San Bernardino which addresses the illicit drug activity within the Public Housing complexes known as 9th Street and Waterman Gardens (19-3) (19-2), a copy of which is attached hereto. PENMAN, City Attorney By: ,2"v>~_ 2 o ,~ u MEMORANDUM OF UNDERSTANDING The following a9reement is entered into by the Housing Authority of the County of San BernardIno and the San Bernardino Police Department in an effort to address the illicit drug activity within the Public Housing complexes known as "9th Street" (19-3) and "Waterman Gardens" (19-2). Roles and Responsibilities - HousinG Authority 1. The Housing Authority will provide office space in Cal. 19-2 located at 382 Crestview Avenue in San Bernardino including utilities at no cost to the City of San Bernardino. The Housing Authority will remodel the office space to conform to Police Department requirements at no cost to the City of San Bernardino. 2. The Housing Authority will provide the relluired furnishings for the office space as required by the Police Department. 3. The Housing Authority will be responsible for the cost installation. and equipment of telephone 4. The Housing Authority will reimburse the City of San Bernardino for a full-t ime Police Officer and Pol ice Records Clerk including salary and benefits. The Police Officer will be on duty at Public Housing Project Nos. Cal. 19-2 (Waterman Gardens) or tal. 19-3 (Wilson Street) except for police emergencies. 5. The Housing Authority will reimburse the City of San Bernardino in full for the cost of a fully eqUipped police unit. 6. The Housing Authority has employed Louise Linton as the Drug Elimination Program Coordinator to facilitate the efforts of the Police Department. This employee will be located at 372 Crestview Avenue. Her responsibilities will include coordination of meetings with residents and the Police Defartment and other agencies. and make referrals on behalf of residents. ac ing as a liaison between the Housing Authority and the Police Department relative to activities related to the Drug Elimination Program. 7. The Housing Authority will hire part-time Tenant Relations Aides and recreation staff to facilitate the Drug Elimination Program. Roles and Responsibilities - City of San Bernardino and the Police Department 1. The Police Officer is to primarily work full-time between Projects Cal. 19-2 and Cal. 19-3 with the exception of emergency or priority calls that occur in the surrounding area and which may necessitate the officer's response. -1- o o 2. The Police Officer will provide directed and specific patrols, either on foot or with his/her vehicle, at both Cal. 19-2 and Cal. 19-3 during critical hours that illicit drug and crime activity normally takes place. 3. The Pol i ce Offi cer' s shift, hours of duty, and work days wi 11 vary or be flexible to allow maximum coverage at the discretion of the Police Department. However, the Housi ng Authori ty wi 11 be notifi ed of any scheduling changes. 4. The Police Record's Clerk will occupy the Community Service Office located in Cal. 19-2, taking police reports, providing crime prevention and awareness information and making referrals to other governmental agencies. That Police Record's Clerk position is an addition to the existing police personnel roll, Resolution #6433, only for the duration of this grant and wi 11 be del eted at the grant's termi nati on unl ess fundi ng to conti nue the Drug El imi nati on Program and thi s agreement is provi ded by the Housi ng Authority. 5. The Police Officer will work a 40-hour week and the Police Department will pay any overtime incurred. The Police Department will not provide a replacement Police Officer when the assigned Police Officer is on sick leave, vacation, days off, or at training. 6. The Police Department will be responsible for maintenance, garage charges, and repairs to the pOlice vehicle supplied by the HUD grant. 7. The City of San Bernardino will provide janitorial services for the Community Service Office at Cal. 19-2. Time Frame This program will begin July I, 1992 and continue through December 31, 1992 unless funding to continue the Drug Elimination Program and this agreement is provided by the Housing Authority. Location The target housing sites will be; 19-2 (Waterman Gardens), management office located on site at 402 Alder Street, San Bernardino, and 19-3 (9th Street), management office located on site at 1738 West 9th Street, San Bernardino. -2- o Resource --- .
