CITY OF SAN BERtCfIDINO - REQUEST QR COUNCIL ACTION STAFF REPORT Backaround On January 15, 1992 City Council approved the budget reduction package which included the establishment of electrical energy fees to be charged to youth sports organizations for use of outdoor sports lights. Local youth sports organizations are exempted by Resolution 91-35 from paying fees for outdoor sports lighting. At a public hearing on March 2, youth sports representatives, principally representing little leagues, proposed self-imposed conservation measures in lieu of light energy fees. In response to this proposal the council acted to forego amending the resolution, thereby deferring the fees. Addi tiona1ly, since the resolution only exempted local (defined as 51% city residents) youth organizations, the council acted on April 6, to waive fees for light use for non-resident youth organizations through July 1. The results of the conservation efforts were directed to be reported back to council in August. Methods of ComDarison Both kilowatt usage and actual utility costs were compared on a month for month basis for March, April, May and June of 1991 and 1992 for 17 sites (21 fields) utilized by youth sports organizations. Two sites, Winstead Field and Highland Girls Fields had results skewed by outside factors. Winstead Field was not utilized in 1991 due to the Mormon burials located on that site. As a consequence, this site showed an increase of over 500 percent in electrical usage. The two fields of the Highland Girls Softball facility had an adjustment to its billing as well as an estimated billing for June, 1992. Consequently, the actual kilowatt usage and total costs for 1992 are unknown and do not offer an adequate comparison of 1991. Due to these factors, figures from these two sites were not included in the summary of results. Summarv of Results Fifteen sites, representing 18 ball fields are used in comparison for this summary. Of the fifteen sites, seven sites showed an actual reduction in kilowatt usage, eight sites showed increases in kilowatt usage compared to 1991. The seven fields with reduced usage conserved a total of 17,755 kilowatt hours of use or 19 percent less than 1991. The eight fields with increased usage used a total of 11,405 additional kilowatt hours of electricity or an increase of 8 percent. All fields combined, total kilowatt use in 1992 was 223,068 or 6,350 less than 1991 (229,418) representing a 3 percent overall reduction. 75.0264 CITY OF SAN BERN.:RDINO - REQUEST .oR COUNCIL ACTION STAFF REPORT In looking at actual dollar savings, the effects of increased rates becomes obvious. A total of $193 was saved as a result of conservation measures. This is a 1 percent savings in dollars comparing 1992 costs to 1991 ($27,686 vs. $27,879). The eight sites with increased usage incurred an additional expense to the city in the amount of $1,695. Costs for 1992 at these sites was $18,177 compared to $16,422 in 1991. These additional costs were offset by savings of $1,948 from the seven remaining sites. Total costs at these sites were $9,509 in 1992 compared to $11,457 in 1991. Summarv and ODtions For the months of March through June, 1992 youth sports organizations conserved energy usage at a 3 percent rate resulting in a savings of $193 to the city. Conservation was achieved at seven sites at a rate of 19 percent which was offset by increased usage at eight sites at an average of 8 percent. The seven sites practicing conservation accounted for only 34 percent of the total energy used, the remaining eight sites consumed energy at nearly twice the amount, accounting for 66 percent of tot~l energy used. The practice of conservation, while certainly appropriate, does not appear to be a viable solution with respect to a controlled method of budget reduction. Evidenced by the recent efforts, conservation was both unpredictable and ineffective. While conservation is not a viable budget reduction measure, the alternative of charging a fee to local youth sports organizations does not need immediate action. The proposal to charge fees was first made to address the budget shortfall identified in January. The shortfall was in the 1991-92 budget and was mitigated through other resources. The 1992-93 budget is balanced without requiring the projected $52,000 in revenue. Under these circumstances, and unless another revenue shortfall is anticipated or a revenue resource is diminished by actions of the state, a more appropriate recourse would be to refer this item to a council committee for further study. A second issue that does require action is the charging of fees for non-resident youth organizations. Resolution 91- 35 exempts only local youth organizations from paying fees for outdoor sports facilities. On April 6, council waived fees for non-resident youth organizations through July 1, 1992. That waiver is now expired. 75-0264 _._ I .__ CITY OF SAN BERtCRDINO - REQUEST ,:JR COUNCIL ACTION . STAFF REPORT There are three options. Option one is to take no action, deferring to the resolution, essentially imposing the fees established for non-resident users. A second alternative would be to extend the waiver to conform with the additional study of light usage fees. A third option would be to amend the resolution to eliminate the residency requirement.
