PROCUII On May 1, 1991, the Development Department implemented the Mobile Home Park Inspection Proaram within the City of San Bernardino. The State of California, under Title 25 of the California Code of Reaulations, Chapter 2, requires cities to conduct inspections to eliminate slum and bliaht and to improve the quality of life within Bobile HOlle Parks. This activity is carried out under the auspices of the Mobilehome Park Rent Board, in conjunction with City building inspectors. City inspectors are requested to cite all mobilehomes in violation of Title 25, Chapter 2, entitled "Park Act" and other related building codes of the City vith a thirty (30) day provision to correct problem(s) cited. On Wovember 4, 1991 the Mayor and Common Council 'IIIAnfmously approved, in concept, without a funding commitment, a Mobile Home Park Inspection and Rehabilitation Proaram to provide grants in an effort to assist mobilehome owners to upgrade substandard housing conditions based upon certification of income eliaibility. Staff was directed to submit a report to the Housing Committee for ita review, consideration and recommendation, as appropriate. On Rovember 11, 1991, the COlllllUDity Development Commission considered the matter and referred the program to the Housing Committee for consideration and provide recollmendations as appropriate. The Housing Committee, due to time constraints, vas unable to co~lete its aaenda which addressed this matter. The proaram concept was once aaain submitted to the Commission on Rovember 11, 1991. The Commission approved the concept implementation by a 6 to 0 vote, with the following conditions: 1. That the funds used for this proaraa would not be City funds; and 2. That if a homeowner sold Msther hOlle wi thin a year, they would have to repay the Agency for the grant received. Development Department staff has designed a proaram to assist mobilehome park residents in uparading their housing conditions. The program will encollpass the following eligibility criteria: 1. Applicant(s) must be the owner(s) of record of the mobile home cited. 3. FundiUS is strictly for corrections identified and cited by the Department of Plannina and Buildina Services buildina inspectors. 4. Only low income families would be eligible to apply for the grant to be funded by COllllllunity Development Block Grant (CDBG) funds.
