of the existing illumination design and components within

In the continuing effort to find methods and means to permanently
reduce the City and Agency's operating expenses. staff and Southern
California Edison's Energy Mansgement Bnsineering staff have determined
that there is significant need and economies available in the
re-engineering of the existing antiquated lighting system within the
civic center five-level parking structure.
Based upon the recommendation of Southern California Bdison and its
referral. staff solicited and received a proposal from Energy Controls
and Concepts of Red1ands, California for the above referenced work.
Said proposal is based upon preliminary discussions and design criteria
which would include the following:
1. Complete evaluation of existing lighting including:
a. Fixture types
b. Existing Specifications
2.
Complete evaluation of energy usage including:
a. Existing electrical rates and forecasted rates.
b. Existing usage and costs analyses.
c. Applicable rebates for lighting retrofit (if any).
d. Cost estimates/proposal for change-outs/retrofits.
3. Recommendations for changing to newer more efficient lighting
systems including;
a. Features and specifications.
b. Anticipated results from newer system inCluding life cycle
costs analysis
c. Projected energy savings.
d. Bconomic impact. i.e.. return on investment/recapture.
4. Analysis of enviroDlDenta1 impact including:
a. Demand-side reductions KW and KWhr.
b. Projected reductions in generation side pollution.

The components of the initial design concept shall include the
following:
1. Reduction of total number of light fixtures within the structure.
2. Energy savina electronic ba11ists which are individually digitally
addressed for each remaining light fixture.
3. Electronic ballists which are capable of variable load adjustments.
4. The installation of energy saving fluorescent light fixtures.
5. The installation of a computer control device for the twenty-four
(24) hour lIanagement of each individual light future within the
structure.
In conclusion. it is the Southern California Edisons and Bnergy
Controls and Concept staff's estillate that the implementation of the
above referenced criteria could potentially produce substantial savings
which would reimburse the costs of said proposed improvements within
approximately one and one half (1-1/2) years.
Staff recommends adoption of the fOri! motion.
