GTE has recently established the GTB Community Economic Development
Grant Program. The purpose of this program is to assist communities
with projects and programs offering tangible results that enhance the
economy of the area. Emphasis will be placed on funding projects that
exhibit the following characteristics:
1. Focus on the retention and growth of existing business.
2. Encourage and incubate new and emerging businesses.
3. Are conducted on a county-wide or multi-county scale.
4. Are structured as steady, multi-year, community based efforts
aimed at long-run economic vitality and diversity.
5. Draw support from a wide range of public, business, and
educational organizations.
6. Emphasize telecommunications intense economic activity.
Due to the regional focus of this Request for Proposals, several East
Valley communities including Highland, Loma Linda, Redlands, San
Bernardino and Yucaipa have joined together to submit a grant proposal
to provide technical assistance for the potential development of a
small business incubator. If successful, the grant would be used to
conduct a feasibility study in order to identify the types of
businesses available resources, and potential sites in each
participating East Valley community which may be conducive to fostering
a successful incubator. The City of Highland, on behalf of the Cities
of Highland, Loma Linda Redlands, San Bernardino, and Yucaipa will be
submitting this application for funding as the lead agency. Attached
is a copy of the Agency's needed endorsement of this program.
Additionally, staff is currently researching the feasibility of
developing one or more proposals to submit on an individual basis. The
deadline for submission of proposals is July 31, 1992. The maximum
grant amount is $25,000.
At its July 23, 1992 meeting, the Redevelopment Committee recommended
that the Community Development Commission receive and file this staff
report.
Staff recommends adoption of the form motion.
