STAFF REPORT EIIer.enev Shelter Grant Pro.raa (BSGP) Fundina Award On March 2, 1992, staff received notification from BUD regarding the Emergency Shelter Grant Program. The notice indicated the City has been allocated $43,000 to provide certain types of assistance to address homelessness. On June 15, 1992, the Mayor and Common Council approved a Request for Proposals (RFP) for the City's FY1992/l993 Emergency Shelter Grant Program ($43,000) and authorized staff to solicit proposals from qualified non-profit entities. In addition, staff was directed to utilize the Housing Committee to review eligible proposals and make funding recommendations to the Mayor and Common Council. On June 16, staff released the RFP through letter solicitation and newspaper notification. Four (4) proposals were received by the July 8, 1992 deadline. The proposals were evaluated by three (3) staff members of the Development Department (See Attachment A for example of evaluation form.) Following are total scores for each proposal: Salvation Army Frazee Community Center Good Shepard Ministries Lutheran Social Services 343 points 391 points 213 points 299 points Good Shepard Ministries failed to receive high ratings because its proposal was incomplete and they could not demonstrate an ability to match the federal funds. Lutheran Social Services failed to receive high ratings because it appeared that a portion of the requested funding might be utilized in Riverside County and because they did not demonstrate a need for funds for operations (a 35% requirement.) It should be noted that even if the services proposed are provided in the City, the points assigned to this category are not at a SUffiCiently high level to receive funding consideration. Based on these evaluations, it is appropriate that the funds be allocated to the Salvation Army in the amount of $18,000 and the Frazee Community Center in the amount of $25,000. On July 28, 1992, the Housing Committee considered this matter and recommended approval to the Mayor and Common Council.
