MOTIOB B: Councilman Hernandez has submitted the following alternative form
motion:
That the Community Development Commission approve that portion of
the proposed FY 1992/1993 Economic Development Agency (BDA) budget
relating to Agency Administration, the Development Department and
the Convention and Visitor's Bureau, but that the portion of the
proposed BDA budget relating to the Main Street program not be
approved until the Main Street program and staff have been
formally established as a division of the BDA and staff of the
Community Development Commission. Further, that the Main Street
program is authorized to spend funds at the 1991/1992 level for
sixty (60) days and that staff and legal counsel be directed to
take any and all necessary steps to expeditiously implement the
intent of this motion.

The proposed FY 1992/1993 EDA budget was transmitted to the Community
Development Commission on June 11, 1992. The following actions have
been taken since the budget was originally disseminated:

Budget dissemination date.
June 18, 1992:
Initial Redevelopment Committee consideration; Main
Street and Convention and Visitors Bureau budgets
reviewed.
July 9, 1992:
Agency Administration and Developgent Department
budgets reviewed by the Redeve10paent Committee;
Redevelopment Committee recommends to Community
Development Commission approval of proposed FY
1992/1993 budget.

Attached to this staff report is a copy of my budget transmittal
memorandum. As indicated, certain organizational changes are
recommended which include the establishment of the Office of Business
Development and the deletion of three (3) Development Department
positions, including the position of Senior Contract Specialist. One
of the experiences learned during our first year of operation was the
natural close working relationship established between the Contract
Administration and Accounting Sections of the Administrative Services
Division. Because of the proposed deletion of the Senior Contract
Specialist Position, it is recommended that the Contract Administrator
have overall responsibility for the accounting function in addition to
his contract administration activities, and that the salary range for
this position be increased from range 2170 (3643-4428/month) to range
2180 (3874 to 4709). The latter range is the same as the Development
Department Project Manager position(s)
It is hoped that the information previously provided and the update
contained in this staff report will afford the Cou.dssion the
opportunity to approve and adopt the FY 1992/1993 EDA budget as
proposed.

Development Commilsion on June 11, 1992. A week later on June 18, 1992,
the Redevelopment Committee took up formal consideration of the propo.ed
budcet.
Durine the above referenced meetine, .ianificant diacussion took place
regardine the Main Street, Inc., and Convention and VlIitor. Bureau
budceta. At the time the Committee va. polled to take up the Agency
Admini.tration and Development Department .ections of the bUdcet, the
meetine wal adjourned because of the 1atenea. of the hour and prior
commitmentl on the part of certain Committee member..
Attached to this .taff report i. a copy of ~ budcet transmittal
memoranda. AI indicated, certain orcanizational chan&e. are recommended
which indude the estabUlhment of the Office of Buaine.. Development and
the deletion of three (3) Development Department poaitions, includina the
position of Senior Contract Specialist. One of the ezperience. learned
durine our firlt 7ear of operation was the natural close vorkina
relationship eltab1ished between the Contract Admini.tration and
Accountine SectiODl of the Adminiatrative Service. Division. Because of
the proposed deletion of the Senior Contract Specia1i.t PO.ition, it is
recommended that the Contract Administrator have overall re.ponsibi1ity
for the accoUDt1n& function in addition to hi. contract admini.tration
activitie., and that the .a1ar" ran&e for this po.ition be increased from
ran&e 2170 (3643-4428/month) to ran&e 2180 (3874 to 4709). The latter
