LOS PADRINOS AND COMMUNITY COALITION GANG INTERVENTION MODEL - Phase One - First Year Program HEED STA TEMENT- Currently the City of San Bernardino is being inundated with Gang/Drug Warfare. All law enforcement agencies, City Police Depart- ment, Sheriffs Department, Probation etc. are searching for solutions to curtail this increasinq danger to all the citizens of the City of San Bernardino. In the past two decades, gangs and dru~ activity have impacted the County of San Bernardino. From middle 80 s to the present, Gang/Drug violence has escalated to a daily activity (Please see enclosed Article, Sun Telegram April 2, 1992 "Girl 12, Killed in Drive-by Shooting"). It is no longer safe to go anywhere at night in the City of San Bernardino. The expenses associated with one Gang/ Drug activity are astronomical. For example, a typical gang related drive-by shooting can escalate into: ..... o A potential life long retaliation by gang member~,-familY~ and innocent victims. . o The innocent victim's medical, hospital, .and hutial e~- penses. o The cost of police investigations; identifying, monitoring and arresting the assailant. o Probation, Court, Public Defenders, Prosecutors and Judges; judicial expenses. o Incarceration; conviction of a violent crime, 10 year sen- tence. This common-place scenario translates to well over $500,000, a half million dollars, of tax payers money and resources. There is no question that the Gang/Drug Problem must be ad,dressed in a comprehensive multi-faceted fashion on a county level - identify the needs of each city. Today's anti-gang program cannot compete with the gang members access to power and influence through drug dealing, and the enormous generation of cash income. The need to provide a mone- tary base income for the gang member is a must to compete with the above. It is imperative that the gang member be instilled with a vision, that will be supported by proper training (educa- tional and vocational), motivation, and emotional skills to become a productive citizen in today's society. ORGANIZATION CAPABILITY Los Padrinos and the Community Coalition will utilize a community network developed over the past twenty (20) years. A viable network of organizations and agencies, will include but not be limited to: Gents Organization; Latino Peace Officer Associa- tion; and the Catholic Church, Our Lady of Guadalupe. 1 ,..". '- Los Padrinos and the Community Coalition are uniquely qualified to design and implement the first year of the "Gang Intervention Model". Since the Early 70's. Los Padrinos established a posture to identify and infiltrate gang activity and provide viable alternatives to over 3,000 young adults. "During that time, Los Padrinos' highly successful gang intervention program had been documented by private and public entities: San Bernardino County Probation; Juvenile Court Recidivism Check; California Youth Authority - "Most Outstanding Youth Service Bureau", 1975; Boy Scouts of America National Magazine, 1973 (See enclosed article). Since 1974, Los Padrinos has contracted for multiple Federal, State, County and City funds to provide needed youth services for the Inland Empire. Los Padrinos, over the past 17 years 1)f receiving funding assistance, has complied with all fiscal proce- dures and program audits set forth through each contractual obligation. LOS PADRINOS GANG INTERVENTION MODEL PROJECT Goals/Objectives We propose a two year model program. First year statistics and results will determine the need for expansion of c'ontinued or new services.
