STAn' IlBPORT AerosDace Tr-nAition Proaraa The Inland Empire Economic Council (IEEC) has submitted a request for initial funding in the amount of $22,500 for the Aerospace Transition Program. The function of the program is to provide the declining aerospace industry with financial assistance necessary to establish a skills inventory, identify emerging technologies, facilitate coordination of local resources, develop business plans, provide training, and regional business information. Funding is anticipated from the following sources: City of San Bernardino Economic Development Agency Private Sector State of California Employment Development Dept. U.S. Department of Commerce U.S. Department of Labor $ $ $ $ 70,000 $289,000 22,500 5,000 42,500 EDA Staff and the IEEC are in the process of establishing the Aerospace Transition Task Force (ATTF) which will be co-chaired by Mayor Holcomb and the IEEC. The Task Force will consist of representatives of SANBAG, AQMD, Congressman George Brown's Office, IEEC, Caltrans, County of San Bernardino Economic Development and COllllllunity Development Department, Inland Action Group, San Bernardino Chamber of Commerce, TRW, other affected aerospace industries and utility companies. The City of San Bernardino Economic Development Agency assistance will initiate and facilitate the program's immediate need to provide assistance to the TRW Ballistic Missile Division. Program management will be a partnership between the EDA and the IEEC. Day-to-day operations, however, will be conducted by the IEEC. One of the anticipated benefits of this program will be to save over six-hundred (600) jobs that are currently in jeopardy within the City of San Bernardino. The program parameters will also establish a foundation for hundreds of new jobs in the environmental and biotechnology engineering fields. The development of the framework of the program will creste a model that may be utilized and transferred to other declining industries within the region to maintain a critical mass of engineering talent that once dispersed may never be reassembled, The IEEC, through its Inland Empire Small Business Development Center (IESBDC), has identified specific needs such as project management, staff, travel and marketing expenses required to develop an integrated --------------------------------------------------------------------------------- KJH:SMM: lag: 0894E COIKtSSIOIf MEETIIfG AGENDA Meeting Date: 7/20/l992 &; Agenda Item lfumber: ,. Upon completion of those Objectives, the IESBDC-modeled project will be operated under the auspices of TRW, the Center for Environmental Technology at University of California at Riverside (UCR), State and local job training agencies. In an effort to comply with general accounting and administrative procedures, it is recommended thst a simple disbursement and use agreement be created and signed between the IEEC and the Agency for the use of said funds, On July 9, 1992, the Redevelopment Committee considered this matter and recommended to the Community Development Commission approval of this item.
