Synopsis of Previous Council action:
05--IB-92 --- Authorization by CDC for Executive Director to execute
a Loan Guarantee Agreement with IVDA continued to 6-
1-92.
06-01-92 -- Authorization granted by CDC for Executive Director
to execute Loan Guarantee Agreement with IVDA.
Recommended motion:
That the City assume responsibility for engineering design services
for the extension of Orange Show Road, from Arrowhead Avenue to
Tippecanoe Avenue, and construction of the Tippecanoe Avenue/Del
Rosa Avenue connector, from Mill S~reet to Third Street, including
selection of consulting engineers and execution of agreements
relative to providing these design services.

STAFF REPORT
SANBAG has approved the loan of $800,000 to IVDA to
finance the preliminary engineering costs for the extension of
Orange Show Road, from Arrowhead Avenue to Tippecanoe Avenue, and
construction of the Tippecanoe Avenue/Del Rosa Avenue Connector,
between Mill Street and Third Street.

IVDA does not have adequate staff to handle the selection,
negotiate agreements, and oversee development of construction
plans and specifications. Therefore, it is recommended that the

A Consulting Engineer has been selected for the first
project, and an agreement negotiated. This project could,
therefore, be started right away. We envision proceeding with
the selection process for Projects Nos. 2 and 3, with the under-
standing that the agreement for the last project may need to be
deferred until supplemental funds are available, or have the work
phased as funds become available.
We recommend that approval be granted for the City to
assume the responsibility for these projects.
URGENCY CLAUSE
The preliminary engineering for these projects will necessarily
be extended, due to right-of-way, environmental, and permitting
issues. Therefore, it is essential to have the design services
commenced at this time, in order for the projects to be in a
position to proceed in accordance with the re-use of Norton
A.F.B.
