REQUEST FCa COUNCIL ACTION STAFF REPORT The Traffic Engineering Section received a request to re- evaluate the existing speed zone on 40th Street near Mountain Avenue. The requestor feels that the existing 30 mile per hour (m.p.h.) speed limit, between Golden Avenue and Mountain Avenue, is too low and constitutes a speed trap. A study was conducted by Traffic Engineering to evaluate the citizen's complaint. In order to make all the speed zones in the area consistent with adjacent sections, the evaluation was expanded to include Mountain Avenue between 39th Street and 40th Street. This section of the street is also posted with a 30 m.p.h. speed limit. Also included in the study, is 40th Street between Waterman Avenue and Golden Avenue. This section is currently posted with a 40 mile per hour speed limit. The study found that the critical speed (85th percentile) on Mountain Avenue, between 39th Street and 40th Street, is 41 miles per hour. The critical speed on 40th Street between Golden Avenue and Mountain Avenue was measured at 45 miles per hour. Normally a 40 or 45 mile per hour speed limit would be recom- mended at these rates of the critical speeds. However, due to the higher than normal accident rate, it is recommended that the speed limit be raised to only 35 miles per hour. The critical speeds on 40th Street between Waterman Avenue and Golden Avenue were measured in the range of 45 to 49 miles per hour and an average of the measured critical speeds at 48 miles per hour. Based on the data accumulated, it is recommended that a 45 mile per hour speed limit be implemented within this portion of 40th Street. The north side of 40th Street between Conejo Drive and Harrison Canyon Road is under the jurisdiction of the County of San Bernardino. The County has agreed and concurred with our recommendations. The Traffic Safety Advisory Committee reviewed the request and concurred with the recommendation. Staff recommends that the ordinance be approved. 6-15-92 5-0264 '. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION 1. Section 10.52.010 of the San Bernardino Municipal Code is amended to read: "10.52.010 THIRTY MILES PER HOUR In accordance with and pursuant to the authority of Sections 22357, 22358. and 22360. of the California Vehicle Code, the Mayor and Common Council do hereby determine and declare upon the basis of an engineering and traffic investigation that a Prima Facie Speed Limit of Thirty miles per hour shall be established upon the following streets or portions thereof in the City: 'E' STREET: Between Rialto Avenue and Tenth Street. 'F' STREET: Between Thirty-Fourth Street and a point six hundred (600) feet north of Thirty-Sixth Street. NINTH STREET: Between 'H' Street and Sierra Way." SECTION 2.
