NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That the Mayor and Common Council of the City of San Bernardino do hereby find and determine that an amount equal to the net amount of the proceeds of the total assessments received for the fiscal year 1992-93 has been used for law enforcement services. SECTION 2. That the Mayor and Common Council of the City of San Bernardino do hereby further find and determine that any increase in the total amount of the assessment roll as set forth herein, excluding administrative costs, does not exceed the Consumer Price Index for the Los Angeles-San Bernardino-Riverside area, as published by the United States Department of Labor, Bureau of Labor Statistics, or five percent (5%), whichever is less. SECTION 3. That the Mayor and Common Council do hereby further find and determine that the proportionate costs to be levied against the parcels of land within Assessment District No. 994 are correctly set forth on Assessment Roll No. 994 for the fiscal year 1992-93, on file in the office of the City Clerk, and do hereby confirm said assessments. SECTION 4.
