M.... ro~ 'CITY OF SAN BERaRDINO - REQUEST O>>R COUNCIL ACTION STAFF REPORT Subject: Authorization to Continue Funding of General Building Inspector Position for Fiscal Year 1992-93 by EDA. Mayor and Council Meeting of July 6, 1992. Backaround On May 4, 1992 the Community Development Commission approved the reallocation of Arden-Guthrie Loan Proceeds in the amount of $200,000. These appropriated funds are to be used for financing of continued vigorous code enforcement and blight removal activities in the area. It is requested that a portion of these funds ($48,000) be used to fund a General Building Inspector position through Fiscal Year 1992-93. OVer the past year, the department has continued the assignment of a General Building Inspector for inspections and fOllow-up on correction notices in the Arden-Guthrie area. This assures continuity in contacts with property owners and assistance to those property owners or applicants when they apply for building permits so that required corrections to structures can be made. The assignment of a General Building Inspector with background and knowledge of the area is invaluable to the City and essential in order to continue the efforts to correct problems in the area. Recommended Motion That the Mayor and Council authorize the position of General Building Inspector for Fiscal Year 1992-93, effective July 1, 1992 and that said position be paid for from the Economic Development Agency funds allocated from funding dedicated to code enforcement and blight removal within the Arden-Guthrie Area. DPOI!1' Rea11oeation of Arden-Guthrie R_h.bi1itation Loan Proeeeds In November 1991, the Community Development Commission appropriated $200,000 from its twentY percent set-aside Housing Fund to finance a pilot housing rehabilitation program in the Arden-Guthrie area. The Commission also took aetion authorizing a eooperative acreement with the Inland Valley Development Ageney which faeilitated the development' of owner participation agreements between the Agenc:y and individual property owners. Commission members will reea1l the pilot program adopted was in substantial conformanee with a proposal submitted b7 interested Arden-Guthrie area property owners. Since the Commission uok ita original aetion, the IVDA took a related aetion, staff prepared appropriate documentation and condueted a series of meeting for the purpose of entering into agreem~t with individual property owners. These efforts did not mut with suecess. None of the original intereated propertY owners have e1eeted to participate in the adopted program. As such, it is felt the funds appropriated could be better - utilized to finance continued, vigorous eode enforeement and blight removal activities. The Department of Pluming and Building Servicea has open purchase orders with local eontraetors to earr,y out certain blight elimination aetivities. the Office of the CitY Attorney, working e10sely with the Department of Pl.....inl and Building Services, will alloeate its resourees aecordingly to aaaiat in the.maint~ce of high profile code enforcement and blight elimination aetivitiea. , For those uncooperative propertY owners, the CitY will abate the public nuisances and health and safetY Violations and lien the affected properties. the Office of the City Attorney is researching the legality of whether subsequent abatement action can be accomplished b7 the City with no further notice to the property owner. The appropriation of the requested $200,000 will greatly assist the above-described efforts. Based upon the information contained herein, staff reeommends adoption of the form motion.
