Synopsis of Previous Council action:
March 31, 1990 -- Chili Cook-off held in the City Hall Plaza area.
Recommended motion:
That Main Street, Inc. be authorized to conduct a chili cook-off util-
izing the City Hall Plaza area and Parking Lot No.4, located immediately
north of City Hall on Court and "E" Streets, on Saturday, April 6, 1991,
subject to such conditions as may be required by the Director of Facilities
Management.

STAFF REPORT
The Third Annual Chili Cook-off, sponsored by Main street's
Special Events Committee, is scheduled to be held Saturday,
April 6, 1991. The event will take place between the hours
of 11:00 a.m. and 3:00 p.m. on the upper level of the Civic
Center Plaza area and it is anticipated that 750 to 1000
people will attend.
Main Street will provide the covered booths to be utilized by
the contestants and the beverages to be consumed by contes-
tants, as well as attendees. A country western band will
provide live entertainment. The only charge to the public
will be for the chili and beverage.
In addition to the Plaza area, Main Street is also requesting
the use of the entire Parking Lot #4, located immediately
north of city Hall on Court and "E" Streets. Two short
programs demonstrating the skills utilized by Fire Department
personnel will be presented.
All necessary permits have been obtained and a certificate of
liability insurance, in the appropriate amounts, and naming
the City of San Bernardino as an additional insured, has been
delivered to the Director of Risk Management.

Third Annual Chili Cook-Off

Main Street's Third Annual Chili Cook-Off will be held on the
City Hall Plaza between the hours of 11:00 a.m. and 3:00 p.m. on
April 6, 1991. Main Street contacted the San Bernardino Police
Department to ascertain if they wished to participate by presenting
two short programs demonstrating the skills of the local police
force. Regrettably, due to manpower commitments, they were unable
to oblige. . Contact was then made with the San Bernardino Fire
Department who was very excited about the event and more than
willing to participate. This joint venture should ensure maximum
positive publicity for the activities of both Main Street and the
Fire Department.
In order for the Fire Department to perform their exhibition,
they will require exclusive use of the city parking lot on Court
and "E" Streets for April 6, 1991, until 3:00 p.m. As this event
will take place on a Saturday, this should not adversely affect
local business; however, Main Street will inform local businesses
who might be influenced, such as Gold's Gym, Windj ammer Gift
Emporium, and La Casita Restaurant and arrange alternative parking
for these concerns. We will also forward a courtesy letter to
Central City Mall informing them of the day'S activities and the
fact that the parking lot will be blocked off until after 3:00 p.m.

1991, as required.
