SUBJECT:
Resolution authorizing acceptance of a grant from the State of California Business,
Transportation & Housing Agency. Office of Traffic Safety for the purpose of expanding the San
Bernardino Fire Department's vehicle extrication program in the amount of $81.000.
BACKGROUND:
The Office of Traffic Safety offers grants for programs in the following areas:
. Alcohol/Other Drugs
. Police Traffic Services/Speed Control
. Emergency Medical Services
. Roadway Safety
. Occupant Protection
. Pedestrian and Bicycle Safety
. Traffic Records
In January of 2000, the San Bernardino City Fire Department submitted a grant application to the
State of California Business, Transportation & Housing Agency, Office of Traffic Safety (OTS)
in the area of Emergency Medical Services. This grant would provide funding for vehicle
extrication equipment and a portion of the costs for one piece of fire apparatus (a heavy rescue).
With several freeways and increasing traffic within the City limits, it is necessary for the Fire
Department to expand its vehicle extrication operations. Currently, each of the two ladder trucks
(one in each battalion) carries vehicle extrication equipment and responds to any traffic incident
that mayor will require auto extrication. To increase the department's efficiency in this area, the
Fire Department has secured a grant from OTS in the amount of $81,000. Approximately,
$30,000 will be used to purchase vehicle extrication equipment Gaws of life) and the remaining
amount will be used as a down payment for the heavy rescue vehicle.
The heavy rescue vehicle is one of four pieces of apparatus left to purchase from the Council
approved Fire Apparatus Replacement Plan. The total cost of the heavy rescue unit is $276,849.
Approximately $50,000 of OTS grant funding will be used as a down payment. The remaining
balance of $226,849 will be financed over 9 years and funded by revenues received from the
AMR public/private partnership program.
This grant is funded from January 1,2001 through June 30, 2002.
FINANCIAL IMPACT:
OTS will fund the following:
. $30,000 of auto extrication equipment
. $50,000 down payment for 1 Heavy Rescue Unit
. $1,000 to attend OTS Traffic Seminar 2002
. Total Grant Funding of$8l,000
The Fire Department is providing an in-kind contribution of $189,781.50 over the life of the
grant. This contribution is part of the Fire Department's existing budget. In-kind resources
include an existing Battalion Chief who will manage the program and miscellaneous supplies
and equipment maintenance costs.
The City will then asslUlle funding for the remaining balance of the heavy rescue unit of
$226,849. This amount will be funded through a lease purchase process over a 9 year period.
The funding will come from revenues to be received from the AMR public/private partnership
program (which is a companion agenda item). The Fire Department is estimating that it will take
delivery of the apparatus in January of 2002. A $50,000 payment, from grant funding, will be
made in January of 2002. The first scheduled annual lease payment is anticipated to be due in
August of 2002. Revenues from the grant and the contract with AMR will fully fund this
program through FY 2001-2002. Starting in FY 2002-2003 (and for eight years thereafter),
additional funding in the annual estimated amount of $58,183.32 will have to be identified tofully cover the lease payments for the four pieces of fire apparatus.

o TERMS AND CONDITIONS
It is understood and agreed by the Project Director and Authorizing Official that any grant received as a result of this Agreement is subject
to all federal and state regulations governing grants and to those controls expressed in the California Traffic Grant Program Manuals which
include, but are not limited to:
(a) Quarterly Perfonnance Reports and Reimbursement Claims must be submitted by the Project Director to the Office of Traffic Safety
by January 31, April 30, July 31, and October 31, during each year of project operation;
(b) OTS will withhold or disallow grant payments, reduce or terminate grant funds, and/or deny future grant funding anytime a grantee
fails to comply with any term or condition of the grant contract or program guidelines (Volume 11, Chapter 3.9). This may include,
but is not limited to, the following:
. Failure to submit acceptable and timely reimbursement claims;
. Failure to submit acceptable and timely quarterly performance reports; and
. Failure to submit an acceptable and timely Schedule C (Quarterly Evaluation Data (OTS-38g)
(c) If, during the term of the grant award, federal funds become reduced or eliminated, OTS may immediately terminate or reduce the
grant award upon written notice to the project director.
(d) By October 31, "continuing" projects must submit a September 30 claim and a written justification to support carrying forward prior
year unexpended funds. September 30 claims and written justifications, supporting the carrying forward of prior year unexpended
funds, submitted after November 30, will not be processed. The prior claim (i.e.. June 30) will be considered the year-end claim in
~- order to close out the federal fiscal year ending September 30. In addition, prior year unexpended funds will be deobligated and
........ allocated to new projects.
(e) All documentation required to request a project revision (i.e.. time extensions, budget category changes. and etc.) must be submitted to
OTS prior to the effective date of change(s). For example: OTS will not consider a request for a grant period time extension unless all
necessary paperwork is submitted prior to the existing grant termination date. Prior approval is required for all project revisions
(Volume II. Chapter 3.8).
No alteration or variation of the terms of this Agreement shall be valid unless made in writing and signed by the parties hereto, and no oral
understanding or agreement not incorporated herein shall be binding on any of the parties hereto.
GENERAL CERTIFICATIONS
II. EQUAL OPPORTUNITY ASSURANCE
Pursuant to the requirements of Title VI provisions of the Civil Rights Act of 1964. tbe certifying applicant acting through its chief

approval of the Secretary of Transportation and Governor of California of any highway safety projects as provided for in Title 23, United

III. MINORITY AND WOMEN BUSINESS ENTERPRISE
(a) "Policy. It is the policy of the Office of Traffic Safety and the certifying applicant that minority and women business enterprises
as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed in whole or
in part with Federal funds under this agreement. Consequently, the MWBE requirements of 49 CFR Part 23 apply to this agreement. "
(b) "MWBE Obligation. The certifying applicant or its contractor agrees to ensure that minority and women business enterprises as
defined in 49 CFR Part 23 have the maximum opportunity to participate in the performance of contracts and subcontracts financed in
whole or in part with Federal funds provided under this agreement. In this regard the certifying applicant and all contractors shall take
all necessary and reasonable steps in accordance with 49 CFR Part 23 to ensure that minority and women business enterprises have the
maximum opportunity to compete for and perform contracts. The certifying applicant and its contractors shall not discriminate on the
basis of racc, color. national origin, or sex in the award and performance of DOT assisted contracts."

VI. NON-DUPLlCA nON OF GRANT FUND EXPENDITURE
The certifying applicant has no ongoing or completed projects under agreement with TOPICS, CCO (LEAA), HEW, or other Federal fund
sources. which duplicate or overlap any work contemplated or described in this Traffic Safety Project.
It is further agreed that any pending or proposed request for other Federal grant funds which would duplicate or overlap work urxler this
Traffic Safety Project, will he revised to exclude any such duplication of grant fund expenditures.
It is understood that any such duplication of Federal fund expenditures subsequently determined by audit will he subject to recovery by the
Office of Traffic Safety.
VII. LOBBYING RESTRICTIONS
The undersigned certifies, to the best of his or her knowledge and belief, that:
(a) No Federal appropriated funds have been paid or will be paid, by or on behalf of the undersigned, 10 any person for inlluencing or

Statement of Problem

General Information
The City of San Bernardino is located in the southern section of San Bernardino County. Along with being the
county seat, the City of San Bernardino is the largest city in the county. The City Of San Bernardino has a
population of 180,300 and covers 59.3 square miles.
Streets and Hil!hwavs
The City has three interstate freeways totaling over 20 miles. 1-215 is on the west side of the city, 1-10 is on the
south end of the City, and 1-210 (CA Highway 30) is in the north end of the City. There is also a major rail yard
within the City. San Bernardino also has approximately 800 miles of city maintained streets.
Department Operations
The San Bernardino City Fire Department consists of 172 employees, this includes non-safety personnel. The
department has six divisions: Administration, Emergency Operations, Fire Prevention, Vehicle Maintenance.
Dispatch, and Disaster Preparedness. Currently, the department responds to vehicle extrications from two
stations (one in each battalion).

Vehicle extrication is performed by one ladder truck company in each battalion (2 battalions) by on-duty
personnel.
Department Problem
San Bernardino has experienced a population growth of 9.9% over the last ten years. The City philosophy is to
attract new and larger businesses. At the same time the City Council is looking for many young professional
families to move into the City. These factors will contribute to a significant increase of vehicle traffic within
the City of San Bernardino.
Currently, the emergency operations of the fire department are divided into two battalions. Each battalion has
one ladder truck company. These two ladder truck companies perform many of the vehicle extrications that
occur within the fire department's coverage area. The City of San Bernardino geography is so vast that truck
company response times can be longer than ten minutes. In 1999, the City of San Bernardino reported 2,563
traffic collisions. Approximately 50% of these traffic collisions required extrication.
The overall effects of population increases, a large geographical area, and business adjustments is placing a
severe burden on San Bernardino Fire Department resources.

To display the OTS funded heavy rescue vehicle and extrication equipment during two public safety
fairs and one community festival.
To conduct a press release, press conference or event to kick-off and publicize the grant.

Perform a six month study on vehicle extrication. Develop report that analyzes data from equipment purchased
with grant funding.
Method of Evaluation
Using data complied, the project manager will evaluate: (1) how well the stated project goal(s) and objectives
were accomplished; (2) if all the activities outlined in the Method of Procedures were performed in accordance
with the project agreement; and (3) was the project cost effective?
Time Requirement

The amount of time necessary to complete this program is eighteen months. The first twelve months will be
used to purchase all necessary heavy rescue and extrication equipment. and provide all the necessary training.
The last six months will be used to implement and evaluate the vehicle extrication program. At the end of the
eighteen months, a report will be compiled that analyzes all response time data to see if the 15% reduction in
response time goal was met.
Statement of Intent

program as part of our emergency operations. San Bernardino City Fire will absorb the entire cost of this

The City of San Bernardino needs $81,000.00 to complete this project. These funds will be used for the
following:
Travel Expenses
OTS Summit 2002
Non-Expendable Propertv
Heavy Rescue Unit - This new piece of fire apparatus will be used to house all newly purchased vehicle
extrication equipment. The heavy rescue unit will allow the San Bernardino City Fire Department to reduce
response time to traffic collisions requiring extrication as well was reducing the extrication time.
Heave Rescue Tool - This piece of extrication equipment is essential when performing vehicle extrications. It
is used to make openings in vehicles in order to remove all trapped occupants.
Airbag Rescue System - The airbag rescue system will compliment the heavy rescue tool. The airbag system
will assist in vehicle extrication by providing necessary work and rescue spaces.
