REQUEST The applicant is requesting approval to change the zoning from "T" Transitional and R-1-7200 (Single Family Residential) to C-3A (Limited General Commercial) on a 10.0 acre parcel located generally at the northeast corner of Baseline Street and Medical Center Drive (Exhibit "A"). 2. BACKGROUND The Redevelopment Agency of the City of San Bernardino, the applicant, has purchased the subject property for the purposes of land assembly for the eventual develop- ment of the site into a large shopping center. 3. EXISTING LAND USE, ZONING AND GENERAL PLAN The subject property consists of rear portions of properties fronting on the north side of Baseline Street commencing approximately 185 feet east of the northeast corner of Baseline Street and Medical Center Drive. The frontage along Baseline Street comprises approximately 1000 feet. (See Exhibit "B"). The existing zoning of the property in question consists of 100 foot deep "T", Transitional Zone in the southern- most portion. The remainder portion of the property to the north is zoned R-1-7200, Single Family Residential. The General Plan Land Use Designation for the property is General Commercial. Said designation was established under General Plan Amendment 82-2 adopted June 21, 1982, (See Exhibit "C"). The proposed zone change to C-3A (Limited General Commercial) is consistent with the General Plan Land Use Designation of General Commercial. 4. SURROUNDING LA~ USEL ZON~~G AND GENERAL PLAN ~, To the north of the subject property is a Single Family Residential neighborhood with R-1-7200 zoning and a General Plan Designation of medium-low density residen- tial 4-7 du/ac. Further to the west across Medical Center Drive is commercially developed and zoned property and the Martin Luther King Elementary School. The school property has a General Plan Designa- tion of Public/Quasi Public use. The commercial property at the northwest corner of Baseline Street and Medical Center Drive has a General Plan Designation of medium density residential (8-14 du/acl. ~ To the south of the subject property is commercially zoned and developed property on the north and south sides of Baseline Street. Properties on the south side of Baseline Street have a General Plan Designation for medium-high density residential (15-24 du/acl. To the east of the subject property lies similarly zoned and commerically designated property fronting onto the north side of Baseline Street. 5. ~RAFFIC AND CIRCULATION Access to the subject property will be achieved from the existing 1000 foot commercial footage along the Baseline Street and the 500 foot frontage along the east side of Medical Center Drive. Details of traffic and circula- tion will be developed at the time of submission of the precise development plan. 6. ~GENCY COMMENT The San Bernardino City Police Department has stated some concerns relative to the future type of commercial usage. The closeness of the elementary school with over 700 students and the nearby residential areas would cause the department to oppose future sales of alcoholic beverages. (See Exhibit -0-. l 7. ~mrIRONMENTA!- CLEARANCE Environmental issues such as traffic and the potential liquefaction were discussed at several Environmental Review Committee hearings. Traffic and circulation concerns have been addressed on a broad basis under the Northwest Redevelopment Project EIR which included an analysis for General Plan Amendment No. 82-2 referenced previously.
