narcotics activity in the 1500 block of Gilbert and Area "A" (the northwest
part of the City).
Additionally, we have provided an overview of the narcotics problems in the
City and a list of locations associated with narcotics activity known to
us. :C

During August, September and October of 1984, the Multiple Enforcement Team
conducted a 3-month saturation enforcement program in the 10th & Muscott
project area. In November of that same year, the Community Service Office
was open at 10th & I1uscott initiating our Community Oriented Policing
Program. The IJ.E.T. sweep and the opening of the Community Service office
drastically reduced the narcotic activity in the vicinity of the 10th i<
rluscott project area.
In the early part of 1985, street sales of narcotics began in the 1500
block of Gilbert predominantly caused by displacement of the individuals
frorJ the 10th & 11uscott area.
Since 1985, we have initiated several programs in the 1500 block of Gilbert
to alleviate the narcotic trafficking. This included, but is not limited
to, the assignment of the tlultiple Enforcement Team, saturation patrols by
the concerned Area officers, and the formulation of the C.R.U. Unit,
formerly known as S.E.D. Enforcement techniques included citations, field
i nterrogat i on cards, arrest sand 24-hou r stat i onary posts placed into the
area.
During each of these enforcement projects, a drastic decline was observed
in the narcotic activity, however, individuals involved in the activity
surfaced at other locations throughout the City. Each of the persons
involved in the initial Gilbert Street problem were subsequently arrested
for narcotic violations and their cases disposed of.
Recently there has been a resurgence of the narcotic activity on Gilbert
Street predominantly caused by the parole release of two individuals from
state prison who reside in the 1500 block of west Gilbert. These two
individuals were recently rearrested for sales of narcotics and they are
parole violated.
The narcotic sales in the 1500 block west Gilbert are of the street sale
variety and are basically fed from four residents located towards the west
end of Gilbert near Muscott. Search warrants were served on two of these
locat ions previous ly with mi ni ma 1 effect. Several enforcement postures
have been discussed for implementation in the near future.

SYNOPSIS:
In September 1986, I was given a list of 62 known drug dealing locations
in the "A" area. Recause of resource limitations, I surveyed these
locations and prioritized them.
The 500 to 900 blocks of rlt. Vernon were the first primary target areas.
At the time, drug wars were continuous in Delmann Hei9hts. Throngs of
street dealers, supplying primarily cocaine, surrounded cars that passed
through or stopped in the neighborhood. Gunfire, shootings, robberies,
burglaries, and other concomitant crimes were commonplace. Residents
were kept up all hours because of the gunfire and fighting. People were
afra i d to go out side thei r homes. '1any were too i nt i mi dated to
cooperate with the pol ice. Thi s scenari 0 al so descri bes subsequent
target areas. In the 500 to 900 blocks of North Mt. Vernnon, the heroin
trafficking was destroying the existing economic climate of the
businesses there.
Since then, we have addressed narcotics trafficking in the neighborhoods
at 18th and Arizona, California Gardens, Orange and Garner, Encanto
Park, Rio Vista Park, 1900 block of California, neridian Park
Apartments, the Projects, and the 1500 blocks of Gilbert and Evans.
Most of these locations were new programs, with the exceptions being the
last three. The backfil I that has occurred in these later three
locations has been minimal with the exception of Gilbert Street.
STATUS:
Gilbert Street's resurgence in narcotics trafficking was primarily due
to three locations. In all three, younger adult members of the families
dictate the households' directions. lhe parents had lost control of
t hei r adu 1t ch i 1 dren or the pa rents are no longer there. Recent ly
released parolees who reside in the area have returned from pMson and
resumed trafficking. One parolee was recently violated and is back in
prison. Recently, one of the problem families received an eviction
notice from the property owner.
Street dealers are most prevalent on Gilbert and the California Gardens.
(i\1though all the above mentioned locations were flooded with street
dealers at one time or another, they have been abated or there is
minimal amount of trafficking occurring at this time). The majority of
trafficking is occurring inside residences and businesses because of the
department's enforcement efforts against street dealers.
The majority of the substances confiscated has been cocaine. PCP. at
one time almost abated, is becoming more prevalent. Heroin and
marijuana are regularly confiscated.

PROJECTIONS:
In many instances we have successfully united with the efforts of the
affected neighborhoods. This has allowed for the successes that we have
experienced thus far.
I foresee continued improvement and success in impacting narcotics
trafficking with continued community involvement enhancing our effort.

Beginning in 1984, the City observed an increase in street narcotics sales.
This coincided with the nationwide drug use epidemic brought on by the
overabundance of cocaine at affordable prices. The City had multiple
locations engaged in the street sales of cocaine, marijuana and P.C.P. The
cocaine was of the powder variety initially and has since evolved into
cocaine known as "crack" or "rock" cocaine.
A task force was established with the San Bernardino Police Department in
1985 to attempt to eliminate the rampant street narcotic sales. Target
areas were developed and tactics implemented which resulted in a decrease
in the number of locations openly selling narcotics. Additionally, in 1986
the Narcotics IJnit was expanded to its present size, along with increased
funding.
To date, although we have not totally eliminated the street sale of
narcotics, we have greatly diminished the number of locations within the
City. Additionally, we have identified and seized a substantial amount of
narcotic manufacturing laboratories operating within the City or in nearby
corrmu n it i es .
Presently, we have observed of the amount of cocaine available within the
corrmuni ty and have also observed an increase in the product i on and use of
methamphetamine. During the later part of 1986, and early 1987, the
presence of P.C.P. was reduced. Recently we have observed an increase in
the prevalence of P.C.P. in predominantly two areas. Information obtained
thusfar indicates that a P.C.P. laboratory is operating either in the San
Bernardino/Riverside area or the Palm Springs area. Although we have
received conflicting information, we are confident that the exact location
will he forthcoming.
The sales of cocaine occur throughout the City, but are usually located in
the lower income, west side areas. These areas also include sales of
P.C.P. and marijuana. rlarijuana has diminished within the area in its
availability. Heroin sales are limited to two locations within the City
and have reduced due to the arrest and conviction of major distrihutors,
and the recent murder of another.
The sales of methamphetamine are primarily restricted to the northeast
portion of the City and have fluctuated up and down based on availability.
All of the narcotic laboratories seized during 1981i and 1987 were for the
manufacture of methamphetamine. Due to a recent state restriction in
regards to a certain chemical used in the manufacture of methamphetamine.
it is expected that once the available chemical supply diminishes, that the
drug will also diminish.

Enforcement tactics instrumental in bringing about a reduction of the
narcotic availability includes buy-bust operations, control buys for search
warrants, survei 11 ance for search warrants, and the targeting of major
distributors. Additionally, it is expected that we will soon implement a
reverse sting operation and a task force di rected at the gang oriented
narcotic sales, specifically the "Crips".
The "Crips", a black oriented street gang, surfaced in the later parts of
1986 into the San Bernardino area in an attempt to take over the sales of
street narcotics in several locations. The department was able to restrict
their activity in several locations and forced their displacement to pre-
dominantly one area in the northeast section of the City.
Although we may never achieve total el imination of the narcotic activity
within the community, it is our belief that we have made substantial gains
towards eliminating the street sales, manufacturing, and the presence of
numerous high level distributors. \Ie will continue to make very available
effort to reduce the narcotic activity. It is hoped that through
educational programs such as the f).A.R.E. Program, that the future demand
for narcotics will subside. With the reduction of the demand for
narcotics, we should.also see a corresponding decrease in the availability.
With the continued support of the community in aiding us with information,
the task would become simpler and more successful.
