Synopsis of Previous Council action:
This matter was referred to the Ways and Means Committee at the meeting
of September 8, 1987
Recommended motion:
That the recommendation of the Ways and Means Committee relative to
the City's participation in the amount of $119,000 for the installation
of a 48" storm drain, from Atlantic Avenue to Highland Avenue, to convey
drainage from Small Canyon, be approved and that said amount be funded
in the FY 88-89 Budget contingent upon raising the acreage drainage fees.

Ca 1 trans has offered to accept storm waters from Small Canyon in
their drainage system for Route 30 Freeway. These waters would be
drained southerly in the freeway system to City Creek. In order to
accomplish this proposal, a 48" storm drain will need to be
installed, between Atlantic Avenue and Highland Avenue. Caltrans
has estimated the cost for this storm drain at $119,000, if it is
installed as a part of their freeway contract.

An application for development of this parcel has been submitted to
the County. The County has agreed to require dedication of a storm
drain easement, as a condition of this development.
If storm waters from Small Canyon ar.e drained southerly to the
freeway system, a portion of the Master Plan Storm Drain along
Highland Avenue can be deleted, and the remainder of the conduit can
be downsized. The savings realized from the deletion and downsizing
will be considerably more than the estimated cost of $119,000.
Drainage from Small Canyon has caused operational and maintenance
problems along Highland Avenue. Upon completion of the freeway,
Highland Avenue will be relinquished. Any problems after that time
will be entirely the City's responsibility.
We recommend that this offer be accePted.
