A total of two bids were received, in the amounts of $494,321.25 and $558,653.50. The low bid of $494,321.25 is 31.1% over the Engineer's Estimate of $377,182.00. Caltrans has adopted a rule that for the Federal-Aid Bridge Replacement Program that overruns are limited to 12.5% over the approved estimate. This means that the City would have to finance the balance from local agency funds. Since sufficient local agency funds are not available, we recommend that all bids be rejected. The Preliminary Estimate of Costs for these two bridges has been revised, based upon the bid prices received, to increase the total amount by $49,300. This estimate has been submitted to Caltrans for review and approval by the Bridge Department in Sacramento. Approval of this estimate will increase the maximum amount of Federal-Aid participation in this project to 80% of the revised amount. Some additional City Funds may be needed to finance the 20% local agency share. We recommend that all bids received on 8-11-87 be rejected and authorization granted to readvertise for bids. This is due to the excessive amounts of the bids. Only two bids were received and both were over 30% above the engineer's estimate. We concur in your request to reject the bids and we also approve your request to readvertise. Please refer to our previous letter to you dated June 18, 1987 outl ining the requirements of advertising. We are working with our Headquarters to revise the previous engineer ing estimate to reflect current costs as requested by your letter. When a ruling has been made we will let you know.
