A request has been received from Mr. and Mrs. Harwood for the parking prohibition to be ex- tended westerly to Belvedere Avenue. The Harwood's property fronts on Del Norte Drive, and backs up to Lynwood Drive. The request for extension of the parking restriction was based upon patrons of the bingo parlor parking along Lynwood Drive during sessions with large jackpots. This request was con- sidered by the Traffic Safety Advisory Committee at their meeting of 7-08-87. The Committee was concerned with the justification for this request, in that large jackpots are only offered infrequent- ly, and the cost of installing, maintaining and enforcing the additional parking restriction is not justified. Also, the homes along the north side of Lynwood Drive back up to the street. Because of these concerns, the Committee adopted a motion that the request be studied further, until a reasonable solution with the County and Indian Bingo can be reached. Coordination with the County will be required, since the south side of Lynwood Drive, from Belvedere Avenue to a point about 300 feet to the east, is not within the City limits. '-.' - --- Rafat Raie stated the City ordinance covers both sides of the street; however, only one side is posted and is not currently enforced. Manuel Ortiz stated that the parking restriction was needed when the entrance for the City Yards was through Pershing. MOTiON: By Ray Landis that the 2-Hour Parking restric- tion be removed and that the affected residents be notified. SECONDED: By Darryl Sellas and carried. 8) Request for No Parking Zone on Lynwood Avenue, between Rockford & Belvedere -- Mr. and Mrs. Harwood Mrs. Monica Harwood, resident of Del Norte Drive, addressed a complaint that when the Indian Bingo has big Jack Pots it attracts such huge crowds and overflow parking occurs. As a consequence, undesired vehicle parking behind their house and other neighbors' homes takes place. She requested a red "no parking" zone behind their house at Rockford and Belvedere. Discussion ensued. MOTION: By Ray Landis that Mrs. Harwood's request for a "No Parking" zone be studied further, until a reasonable solution with the County of San Bernardino and Indian Bingo can be reached. SECONDED: 9) Request for Additional Sight Distance for an Alley between Highland & 21st, as it intersects Elmwood Road -- Mrs. Smith The Public Services Department reported the tree trimming has been accomplished. A field check will be made and the item placed on the next meeting agenda for a final report. 10) Request for Speed Zone on Citrus, between Bangor and Victoria Avenue -- Police Department At the request of the Police Department, a speed survey was taken of this stretch of road, which involves approxi- mately 1,840 feet. The survey was taken between 10:00 a.m. and 12:00 noon, The critical speed was 32 m.p.h. This would indicate that there is no speeding problem on this street. Suggestion was made that another speed survey be taken in a couple of months when the development in this neighborhood is complete, and when Serrano Junior High School is in session. MOTION: By Darryl Sellas that another speed survey be taken in September and brought back for further consideration by this Committee. SECONDED: By John Oliver and carried. - 3 - 7-08-87
