Recommended motion:
That the Director of Public Works/City Engineer and City Clerk be
authorized to proceed with the establishment of Underground Utility
District No. 16, located generally between 9th Street and a line 200
feet north of 16th Street and between a line that is 250 feet east and
west of Mt. Vernon Avenue.

STAFF REPORT
The City's Underground Utility District Committee recommends
the undergrounding of utilities within Mt, V~rnon Avenue,
between 9th and 16th Streets.
Rule 20-A of the Public Utilities Commission requires Southern
California Edison Company to set aside a certain percentage of
their receipts to cover the cost of undergrounding their facili-
ties within districts established by local agencies. Approxi-
mately $314,000 is set aside each year for the City of San
Bernardino.
According to the Edison Company, its estimated cost of their
project will be approximately $500,000 and the work to be done
within this area will be done at no cost to the City of San
Bernardino. We recommend that the district be approved.

RESOLUTION NO.
2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO NOTICING A PUBLIC HEARING CONCERNING THE
3 FORMATION OF AN UNDERGROUND DISTRICT NO, 16, LOCATED BETWEEN
NINTH STREET AND A LINE APPROXIMATELY TWO HUNDRED FEET NORTH OF
4 THE NORTH LINE OF SIXTEENTH STREET, AND A LINE APPROXIMATELY 250
FEET EAST AND WEST OF MT, VERNON AVENUE.

WHEREAS, Chapter 13.36 of the San Bernardino Municipal
7 Code of the City of San Bernardino provides for the establishment
8 of an underground utility district within said City upon a
9 finding by the Mayor and Common Council after a noticed public
10 hearing that the public necessity, health, safety or welfare
11 requires the underground installation of utilities within said
12 district; and
13
WHEREAS, the Underground Utilities Committee of said
14 City has recommended the formation of an underground utility
15 district to include the real property described in the following
16 resolution.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common
18 Council of the City of San Bernardino as follows:

SECTION 1. NOTICE IS HEREBY GIVEN that the public
20 hearing will be held before the Mayor and Common Council of the
21 City of San Bernardino on September 8, 1987, at the hour of
22 10:00 a.m., at the Council Chambers, 300 North "D" Street, San
23 Bernardino, California, to determine whether the public necessity,
24 health, safety or welfare require the formation of Underground
25 Utility District No. 16, located between Ninth Street and a line
26 approximately two hundred feet north of the north line of Sixteenth
27 Street and a line approximately 250 feet east and west of Mt.Vernon
28 Avenue; more particularly shown on Drawing No, 7309 by the

2 hereto and made a part of this description of Underground Utility
3 District No. 16.

SECTION 2. The City Clerk is hereby directed to
5 notify all affected property owners as shown on the last
6 equalized assessment roll and all affected utility companies
7 by mailing a copy of this resolution to them at least ten (10)
8 days prior to the date of said hearing.
