STAFF REPORT
8ids for this project were opened at 2:00 p.m. on Tuesday, 7-21-87.
A total of 6 bids were received, ranging from $88,698.00 to
$124,839.00 (for the Basic Bid). The low bid of $88,698.00 is 19.9% under
the Engineer's Estimate of $110,700.00.
Listed below is an estimate of the total project cost, based upon
the actual low bid price:

An amount of $145,500 has been allocated in the 1986/87 CDBG Pro-
gram, under Account No. 121-544-57545, to finance the costs incurred for this
project.
The street lights from Trenton Street to 21st Street were included
in the bid documents as Additive Alternate A. Modification of existing street
lights were included as Additive Alternate B. The total low bid price for
Additive Alternates A & B is $32,965.00. Inclusion of these alternates in
the contract will increase the total estimated project cost from $108,000 to
$140,965.
We recommend that a contract be awarded to the low bidder for the
Basic Bid and Additive Alternates A and B.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT
TO DBX, INC. FOR INSTALLATION OF STREET LIGHTS ON MT. VERNON
AVENUE, FROM NINTH STREET TO TWENTY-FIRST STREET.
BE IT RESOLVED BY THE MAYOR AND COl~10N COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. DBX, Inc. is the lowest responsible bidder
for installation of street lights on Mt. Vernon Avenue, from
9th Street to 21st Street, in accordance with Plan No. 7232, for
the total amount of $121,663.00, a contract for the basic bid
and additive alternates A and B is awarded to said bidder ac-
cordingly, but such award shall be effective only upon the con-
tract being fully executed by the parties; all other bids
therefore are hereby rejected; and the Mayor is hereby authorized
and directed to execute said contract on behalf of the City; a
copy of the contract is attached hereto, marked Exhibit "A" and
incorporated herein by reference as fully as though set forth at
length.
SECTION 2. Execution and Amendments. This contract and
any amendments or modifications thereto shall not take effect or
become operative until fully signed and executed by the parties
and no party shall be obligated hereunder until the time of such
full execution. No oral agreements, amendments, modifications
or waivers are intended or authorized and shall not be implied
from any act or course of conduct of any party.
SECTION 3. Allor a portion of the funds to be utilized
in the construction of the project are provided by the United
States Department of Housing and Urban Development. (HUD) This
contract and any amendments or modifications thereto shall not
take effect or become operative until fully signed and executed

by the parties in the manner required by the applicable HUD
regulations and no party shall be obligated hereunder until the
time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not
be implied from any act or course of conduct of any party.
I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a meeting thereof, held on the
