These cost factors are listed below: Rangemaster salary pistol range operation (targets, etc.) Landscape maintenance Ammunition utility costs Police Dept. staff time Total - $21,600 2,000 4,739 4,000 2,000 5,000 :;;39,339 The Police Departme~t indicated that the facility is available approximately 30% of the time for use by the public as well as other outside organizations. It was therefore concluded that 30% of the facility'S total operational costs could be used as the basis in establiShing a fee structure that reflected actual costs. Thirty percent of the total costs identified above would be $11,801.70. with an average number of users of the pistol range on a weekend of approximately 20 persons and with outside organizations using the facility periodically, it was determined that approximately 1,500 users utilize the range on an annual basis. Dividing these 2 numbers results in a unit cost of $7.87 (rounded to $8.00) which is the recommended fee for using the pistol range. Although the existing fee structure provides different fees for different users, it is further recommended that this be eliminated as $7.87 (or $8.00) is the actual unit cost for using the facility regardless of the type of user. RESOLUTION OF THE CITY SCHEDULE OF FEES FOR USE OF 3 BERNARDINO, CALIFORNIA; AND 4 5 6 7 OF SAN BERNARDINO ESTABLISHING A THE PERRIS HILL PISTOL RANGE, SAN REPEALING RESOLUTION NO. 82-202. 2 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION I. The following schedule of fees and rates is hereby established for the use of the perris Hill Pistol Range, 8 San Bernardino, California, which fees shall include one target 9 per visit: 10 $50.00 per year for range card holders 11 $ 8.00 per day (no range card) 12 $ 1.00 per each additional target 13 14 15 16 SECTION 2. Members of the San Bernardino Police Department and San Bernardino Police Reserve Unit shall pay no fees for use of the Perris Hill Pistol Range. 17 SECTION 3. No person shall be permitted to use the 18 facilities of the perris Hill Pistol Range unless and until he 19 pays the requisite fee to the City of San Bernardino in accordance 20 ith the foregoing schedule of fees. 21 22 SECTION 4.
