Synopsis of Previous Council action:
6-16-86 -- Protest hearing closed and finding made that public
convenience and necessity require installation of traffic
signals, and Resolution No. 86-247 ordering work in
Assessment District No. 973 adopted.
Recommended motion:
That a finding be made that the installation of traffic signals at
University Parkway and Hallmark Parkway, in accordance with Plan No.
7318, is needed for health and safety reasons.

STAFF REPORT
Hallmark Parkway is the entrance to the State College
Industrial Park. All employees of firms within this park traverse
this intersection on their way to and from work. Delivery trucks
are also forced to use this entrance.
Traffic has increased sufficiently to satisfy established
traffic signal warrants. Installation of traffic signals will pro-
vide for safer movement of vehicles through this intersection by
assigning right-of-way to approaching vehicles.
We recommend that a finding be made that the installation
of these traffic signals is needed for health and safety reasons.
