1. That a finding be made that the vacation of a portion of
Belleview Street, east of Pico Avenue, is needed for health and
safety reasons.

Avenue, Plan No. 6512, be approved,

STAFF REPORT
A request was submitted by the owner of the adjoining
parcels for a portion of Belleview Street to be vacated. The
applicant has paid the first 1/2 of the mandated $400.00 fee.
Authorization to proceed was granted at the Council Meeting of
6-17-85.
This action was not actively pursued, due to some anti-
cipated problems, We are recommending that the plan be approved,
in order that comments can be solicited from affected agencies
and City Departments. After comments are received, the applicant
will be given an opportunity to review them, and decide on
whether to pay the second $200.00 and proceed to a public protest
hearing.
The portion of Belleview Street that is under considera-
tion for vacation is unpaved, and is in very poor driving condition.
Vehicular access is not provided across the railway tracks.
This section of Belleview Street presently presents a
potential safety problem, due to the roughness of the dirt street
and possibility of a motorist attempting to cross the railroad.
Vacation of this street right-of-way will allow the street to be
closed permanently to vehicular access and avoid any possible
train-vehicle conflicts.
We recommend that a finding be made that the vacation of
this portion of Belleview Street is needed for health and safety
reasons.
