That a finding be made that the installation of sidewalk on portions of Baseline Street, Highland Avenue and South "E" Street in accordance with Plan No. 7223, is needed for health & safety reasons. 2. City OF SAN BERNARDI"" - REQUEQ FOR COUNCIL ACl _.bN STAFF REPORT Senate Bill B21 authorizes the expenditure of 2% of funds allocated under Senate Bill 325, for bicycle and pedestrian facilities. Local agencies nominate projects, which are prioritized by a review board. funded: The following projects received a sufficiently high priority to be 1. 2. South "E" St. (East Side) SB 821 Funds $ 24,300 1,800 900 $ 27,000 Our nomination form indicated that costs for preliminary engineering, estimated at $3,000, will be borne by the City as the local agency matching funds. The section of sidewalk to be constructed on Baseline Street is to provide a safe walkway for students traveling to and from Dr, Martin Luther King Elementary School. The other two sections are to fill in "missing links." Listed below is an estimate of the total project cost: Construction Contract $ Preliminary Engineering (Local Agency Share) Construction Engineering Sub-Total $ Contingencies (5%)~ TOTAL ESTIMATED PROJECT COST $ 32,908 NIA 3,000 35,90B 1,992 36,900 Supplemental funds in the amount of $9,100 will apparently be needed to fully finance the total estimated cost of this project. It appears that there will be sufficient unallocated Local Transportation Funds (SB 325), from the 1986-87 fiscal year, to provide the necessary additional financing. We recommend that authorization be granted to advertise for bids, and the required supplemental funds provided after the actual bid prices are known. Construction of these sections of sidewalk will improve pedestrian safety, especially for children walking to and from the Martin Luther King School by providing an all weather walkway behind the curb. 7-13-87 75-0264
