DESCRIPTION) N/A Flnence: Council Notel: 75.0212 Agenda Item No. /0, Clt\-OF SAN BERNARDIt\..J - REQUEC: FOR COUNCIL ACT-~)N STAFF REPORT Previously, the Mayor and Common Council commissioned a housing market study to be conducted by Empire Economics, Inc., a firm very familiar with the housing market and various trends in the Inland Empire and San Bernardino in particular. Staff met with the consultant on August 18, 1987 to finalize the overall reporting format and presentation of data. It is anticipated the printed report will be available the first week of September, 1987. In addition to the above report staff has been working closely with the HUD Santa Ana office in connection with the city's acquisition/rehabilitation/resale component of the infill program. Both of the above activities are a part of the "fleshing out" process of the comprehensive housing policy adopted by the Mayor and Common Council on May 5, 1986. Said policy directs staff to take certain actions relative to developing a housing strategy that, if successfully implemented, would provide the city a balanced and optimal mix of housing representative of the development and socio-economic trends relating to this particular Metropolitan Statistical Area (MSA). Because of the importance of this issue and the "window of opportunity" available to the Mayor and Common Council as a result of the General Plan revision and OPR-imposed restric- tions on residential development, I am recommending the setting of a date and time certain on either September 14, 1987 or September 28, 1987. These days fall between regular Council meetings and would allow for a focused discussion of the issues without the distraction of a regular Council agenda. It would also allow the participation of the General Plan citizen Advisory Committee, developers and other interested parties. I recommend adoption of the form motion.
