OF SAN BERNARDQO _ REQU~T FOR COUNCIL ~ON , STAFF REPORT The Legislative Review Committee (LRC) was asked by the Mayor and Common Council to review the possibility of temporarily moving a City Department to facilitate the construction sche- dule for the renovation of City Hall. Staff was directed on April 9, 1987 by the LRC to identify costs for the lease of space in the central business district for a temporary loca- tion of a City Department. The attached report outlines ren- tal information and alternatives for such a move. On April 30, 1987 the LRC endorsed the recommendation of staff for consideration of the Mayor and Common Council. In an effort to accelerate the construction schedule, it has been suggested that one large department move out of City Hall to allow an open area in which to work. This approach has received much discussion but no final decision has been made. ALTERNATIVES: For purposes of decision making, various alternatives will be of- fered along with comments on each. A. Construct while occupied: Continue the remodeling project with offices occupied by city workers. (Comments) While the cost will be minimized, the overall productivity of office workers will be diminished. Also, the construction schedule could be lengthened. There will be some cost associated with overtime for work during non- occupied times. . B. Relocate to rented space: Space could be rented at $1.10 per square foot in the Central Business District to relocate a major City Ball tenant. (See attached) (Comments) The estimated cost would be $39,600.00 on 6,000 square feet for a 6 month period for the department relocated. Additional expenses will occur for the moving of a major department. There will be an inconvenience for the public and the delivery of services. *f o o o o Raymond D. Schweitzer April 28, 1987 Page 2 C. Relocate to Convention Center: Space in the Convention Center is now available to the City to which a major department could relocate. (Comments) The cost impact for this alternative would be minimized since there would be no rent payments. The inconvenience to the pUblic noted in the rental space alternative would be minimized due to the closer proxi- mity to City Hall. RECOMMENDATION: Based on the foregoing, the following is recommended: FIRST: Ado~t alternative "CO and authorize the use of space in the Convent10n Center to house a major city department. SECOND: The major department suggested for ~ to the Conven- tion Center is Public Works/Engineering. Schweitzer, City Administrator Wayne Overstreet TO: SUBJECT: MATERIAL AND EQUIPMENT CENTER STORED IN CONVENTION DATE: May 6, 1987 (7066) COPIES: Mayor, City Attorney, Director of Data Systems Manager, Director Purchasing Agent Public Works, of Finance, April 24, 1987 a meeting was held by the Mayor, approxi- mately 3:00 p.m., to discuss bankruptcy status of the Public Enterprise facilities (Buildings .1 & .2), and San Bernardino Convention Center. Personnel in attendance were, Mayor Wilcox, Bill Simon, City Bankruptcy Attorney, Al Briggs, Sr. Asst. City Attorney, Sandy Lower and Sherry Putnam from ROA, and myself. Detailed discussion was held in regards to the status of the proceedings and facilities. The question of the status of the Convention Center came up with respect to the material and equipment secured and stored in the Convention Center. Mr. Simon stated that he believed that sufficient time had elapsed for anyone to claim any of the material or equipment. He elaborated on the notification that had been sent out, but he would have to check his records to be sure. Also, he would send an official letter to the City Attorneys office stating the status of the facility, materials and equipment. I have requested Steve Hale, Data Systems Manager, to inspect the computer units, (3, reference attachment .1), Warren Knudson, Director of Finance, and Dean Meech, Purchasing Agent, to inspect the copy machines (3) and make a recommendation of their use. Roger Hardgrave has expressed the need for the calculator (1) and electric pencil sharpener. Other items listed in our report of May 16, 1986 (reference attachment .2) will be relocated at your directions. I talked to Mr. Simon on May 5, 1987 and he advised me we should wait until he receives an answer from the company that claims the computer. He further stated that they could be utilized within the facility (Convention Center) as long as they were not removed from the facility. Since the computers are the only equipment in questioning, I recommend that they be temporarily assigned to Engineering for their utilization when they are relocated to the Conven- tion Center. The copy machines should be dispersed based upon the evalu- ation and recommendation of Warren Knudson and Dean Meech. This office, Public Buildings, has been on their list for a new copy machine and I am requesting that we be given consideration on relocation or assignment of these units. The records that are in the filing cabinets, I recommend be boxed up, sealed, and placed in our record storage facility at City Yards, and the filing cabinets be reassigned to those departments that have indicated the need in their 87-88 budget. The Police Department has indicated a need for some addition- al desks, I would recommend that they submit their require- ments to the Purchasing Agent and he reassign them based on the priority of needs. As you can see from the photos on attachment .2, there are numerous rolls of vinyl wall covering. It is possible that some of this could be utilized in City Hall, depending on color. Handrailings, lock boxes, etc. that were obviously ordered for use in the Hotel could be used as a negotiating item for the potential buyer of the Hotel, along with excess vinyl wall covering. A decision needs to be made on the disbursement and/or relocation of this material and equipment, prior to June 1987. If the Council concurs with the staff recommendation to relocate Engineering to the Convention Center on a temporary basis, a meeting is requested to establish a renovation schedule of the 2nd, 3rd and 4th floors. After such schedule is agreed to, advise all affected departments of this sched- ule.
