B&RNARDCO - REQUOT FOR COUNCIL ACOoN STAFF REPORT As a part of the development of Seccombe Lake Park, the Parks, RecreatiDn and Community Services Department has recognized that grounds maintenance will be required to maintain the level specified in the agreement with the State. At the direction of the City Administrator's Office (Matzer), staff prepared specifications for the maintenance suitable for bidding. On April 9, 1987, bids were received and opened. The project specifications required a mandatory walk-through of the project and one of the bidders did not attend. The other bidder did not have the required bid bond with the proposal. As a result, both bidders could and should be disqualified. Of the two bidders, the bids ranged between $70,128 and $88,128 for the work. Staff recommends that the present bids be rejected, and staff authorized to readvertise for bids on the project. URGENCY CLAUSE The plant establishment period is about to expire and the grounds will require maintenance of the irrigation and landscaping. Addi- tionally, the Park is scheduled to open to the public early this summer. Considering present staffing levels. the City Administrator (Matzer) directed staff to investigate contract services for the required work. Working with the Parks, Recreation and Community Services Depart- ment. Public Buildings Staff, as well as the Administrator's office. a set of acceptable project specifications was completed. Bids were opened on April 9. 1987, with three firms submitting bids. Two bidders were not pre-approved as required by the speci- fications. Bids ranged between $17,100.00 and $22,944.00 for 12 months of service. The city had estimated that the cost would be in the range of $14.000.00 for services provided by City forces. The increased work load on staff was considered a major impact. On April 9, 1987, after consideration and input from the Parks, Recreation and Communities Services Department, Public Buildings Staff and the City Administrator, bids were received for the pro- posed work. Although pre-qualified and a valid bid, only one bid was received. Proposed cost was $19,800 per year. Considering the single bid and the estimated cost using City forces at $14,350, it is recommended that the bid be rejected.
