7/18/83 Mayor & Common Council authorized the formating of an Uptown Citizen's
Advisory Committee
7/11/84 Dr. Donsld Cannan was elected as a member of the Committee.
3/17/84 Resignation letter submitted by Dr. Cannan.
4/9187 Redevelopment Committee accepted Dr. Cannan'a resignation.

STAFF REPORT
On July 18, 1983, the Mayor and Common Council authorized the formation of an
Uptown Citizen's Advisory Committee for the proposed Uptown Redevelopment Project
Area.
On July 11, 1984, a 15-member committee was elected representing homeowners,
resident tenants, business owners and business tenants.
The committee is charged with the responsibility for reviewing proposed projects
within their project area and making recommendations to the Mayor and Common
Council.
On March 17, 1987, staff received a letter from Dr. Donald Cannan tendering his
resignation from the Uptown Citizen's Advisory Committee (see attached).
Dr. Cannan stated that he was finding it more and more difficult to attend every
meeting but he would be happy to serve as an alternate and attend meetings when
possible.
According to the Committee bylaws, when vacancies occur leaving an unexpected
portion of a term, an alternate may fill such vacancy for the unexpired portion of
such term.

In the event there are no alternates that are willing to serve, vacancies shall be
filled by appointment by a counci1person from the respective ward.
Dr. Cannan's business is located at 2039 N. "D" Street, which would be in
Councilman Reilly's ward.
Staff has prepared a special resolution for the Mayor and Common Council to
present to Dr. Cannan, thanking him for his aervice.

A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO COMMENDING:
DR. DONALD G. CANNAN
WHEREAS, Dr. Donald G. Cannan was elected as a member of the Uptown
Citizen's Advisory Committee on 7-11-84 and
WHEREAS, Dr. Donald G. Cannan has demonstrated outstanding leadership,
community involvement and devotion to the furtherance of the Uptown
Redevelopment Project Area; and

WHEREAS, Dr. Donald G. Cannan has served with distinction on the Uptown
Citizen's Advisory Committee; and
WHEREAS, the professional ability of Dr. Donald G. Cannan contributed to
the overall effectiveness of the Uptown Citizen's Advisory Committee,
WHEREAS, during his tenure the Citizen's Advisory Committee was able to
successfully complete the process of reviewing and recommending specific
actions to effectuate the adoption of the Uptown Redevelopment Project Area.
WHEREAS, Dr. Donald G. Cannan has submitted his resignation as a member
of the Uptown Citizens Advisory Committee effective 3/17/87.
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO DO HEREBY COMMEND:
Dr. Donald G. Cannan for his outstanding contribution to the pride in
progresa of the City of San Bernardino and do hereby accept his resignation
with regrets.
