1. REVIEW OF OUTSTANDING PURCHASE ORDERS - The Commit-
tee recommended: 1) Authorization of a clerk typist and
deletion of the one-fourth time clerki 2) authorize an
increase in the formal bid threshold from $10,000 to $15,000
with an annual review by the councili 3) a two-tiered system
of the low threshold process authorizing the Purchasing Agent
to make purchases up to $750 and the Finance Director to
approve purchases up to $1500 (prior to placing of orderl
without Council approvali and 41 authorize implementation of
the negotiated bidding process. The ordinance will be
brought back to Committee. The Committee recommended that
the City sponsor and encourage workshops on how the City
negotiates and does business with the community. The Pur-
chasing Agent was directed to provide a report on: Vendors
by commodity, dollars expended, number of bids submitted and
number of bids awarded.
2. PARKING REQUIREMENTS IN THE ENTERPRISE ZONE - Item
continued.
3. CITY ENTRANCE SIGNS - Item continued.
