STAFF REPORT At the Council meeting of April 6, 1987, an ordinance amending Section 15.04.095 of the San Bernardino Municipal Code concerning the requirement for roofing in high wind areas was given first reading. The City Attorney was directed to make certain corrections to the proposed ordinance before final read ing . The attached ordinance incorporates the changes requested by the Mayor and Common Council, but the changes are substantial, thereby necessitating a first reading of the attached ordinance. III 1m II o o o ORDINANCE NO. ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION 15.04.095 OF THE SAN BERNARDINO MUNICIPAL CODE CONCERNING THE REQUIREMENT FOR ROOFING IN HIGH WIND AREAS. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION 1. Section 15.04.095 of the San Bernardino Municipal Code is amended to read: "15.04.095 UBC Section 1704 amended - Roof coverings. UBC section 1704 is amended to read as follows: section 1704. Roof Coverings. {al Roof coverings shall be fire retardant, with the following exceptions: 1. ordinary roof covering may be installed on buildin~s of Group R and Group M Occupancies except that wood roof covering shall have a minimum of a Class C rating for these occupancies. 2. In the high fire hazard area as defined in Section 8.63.130 of the San Bernardino Municipal Code, no new wood roof covering shall be installed, except for repairs to wood roofs not exceeding twenty-five percent of the existing roof area. such repairs shall be with materials with minimum Class C rating for Group R and Group M occupancies and Class B for all other occupancies. Skylights shall be constructed as required in Chapter 34. Penthouses shall be constructed as required in Chapter 36. For use of plastics in roofs, see Chapter 52. For Attics: Access and Area, see Section 3205. For Roof Drainage, see Section 3207. 3. Roof coverings for new residential construction within an area of the City as defined in this section shall meet the following requirements: Concrete or clay tile roof coverings installed in accordance with UBC Chapter 32 and with the use of hurricane clips. 2. The geoqraphic area shall be tho.e areas within the municipal boundaries of the City described as follows: Lying northerly and westerly of the following described line: Beginning at the intersection of the northerly prolongation of the centerline ofMt. View Avenue with the corporate limits line of the city of San Bernardino; thence southerly along said prolongation, and said centerline, to its intersection with the centerline of 40th Street; thence westerly along the centerline of 40th street, to its intersection with the centerline of "H" Street; thence southerly along the centerline of "H" Street, and its southerly prolongation, to its intersection with the westerly prolongation of the centerline of Parkdale Drive; then westerly along said westerly prolongation of parkdale Drive, to its intersection with the centerline of State Highway 215; thence northwesterly along the centerline of said state Highway 215, to the corporate limits of San Bernardino." The building has been vacant for one hundred eighty continuous days; or 2. There is a change of occupancy, ownership, lessee(sl, or of the use; or 3. There is a change of occupancy classification of the building or portion of the building; or 4. There is a temporary use not exceeding thirty days. Said new Certificate of Occupancy must be obtained prior to any person, fmn or corporation using or occu- pying a building or structure under conditions requiring the obtaining of a new Certificate of Occupancy. Before an application for a Certificate of Occupancy is accepted, a fee shall be paid by the applicant to cover the cost of the inspection as follows: For a Commercial Building $30.00 For an Apartment House: Any building or combination of $40.00 buildings containing 4 units or less Any building or combination of $40.00 plus buildings containing more than 5.00 for each 4 units unit over 4 (Ord. Notwithstanding the provisions of Section 2714, the following sections and subsections shall govern all welding work. (a) All welding shall be done by qualified operators approved by the Building Inspector. The Superintendent of Building and Safety shall prescribe rules and regulations for the tests for welders, and no operator shall be approved by the Superintendent unless and until he has first sucess- fully completed such tests as may be given by the Depart- ment of Adult-Vocational Education, San Bernardino City Schools, San Bernardino Valley College, or has obtained such approval because he holds a current welding certificate based upon the requirements of the California Department of Adult-Vocational Education, provided it has the same or similar standards and criteria as said Department of the San Bernardino City Schools of San Bernardino Valley College. A certificate shall be issued to operators by the Super- intendent upon successful completion of the required test or tests and/or approval as aforesaid being obtained.
