C~~ OF SAN BERNARDQO - REQUQT FOR COUNCIL ~ON STAFF REPORT Present department policy prescribes more stringent roofing requirements than normal code prescription for a designated high wind area north of Highland Avenue at the east and west, and otherwise north of the Crosstown Freeway. These requirements are less stringent, however, than the proposed ordinance since no asphalt shingle roof at all will be permitted. Under present policy, heavy-weight asphalt shingles installed with 6 nails per shingle and se1f- tabbing are permitted. The proposed ordinance would specify an area of very high winds where only roof tile could be used on new pitched roof construction. The balance of the present high wind area not covered by this ordinance, would continue under the present requirements, This item was heard by the Board of Building Commissioners on Friday, April 3, 1987. ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION 15.04.095 OF THE SAN BERNARDINO MUNICIPAL CODE CONCERNING THE REQUIREMENT FOR ROOFING IN HIGH WIND AREAS. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION 1. Section 15.04.095 of the San Bernardino Municipal Code is amended to read: . . -15.04.095 UBC Section 1704 amended - Roof coverings. .. tlBC Section 1704 is amended to read as follows: Section 1704. Roof Coverings. (a) Roof coverings shall be fire retardant, with the following exceptions: '. l. Ordinary roof covering may be installed on buildings of Group R and Group M Occupancies except that wood roof covering shall have a minimum of a Class C rating for these occupancies. 2. In the high fire hazard area as defined in Section 8.63.130 of the San Bernardino Municipal Code, no new wood roof covering shall be installed, except for repairs to wood roofs not exceeding twenty-five percent of the existing roof area. Such repairs shall be with materials with minimum Class C rating for Group R and Group M Occupancies and Class B for all other occupancies. Skylights Shall be constructed as required in Chapter 34. Penthouses shall be constructed as required in Chapter 36. For use of plastics in roofs, see Chapter 52. For Attics: Access and Area, see Section 3205. For Roof Drainage, see Section 3207. 3. (b) Roof coverings in high wind areas shall be as follows: l. Roof coverings for new residential construction within an area of the City as defined in this seCtion shall meet the following requirements: Concrete or clay tile roof coverings installed in accordance with crBC Chapter 32 and with the use of hurricane clips. The geographic area shall be those areas within the municipal boundaries of the City of San Bernardino as follows: Lying northerly and westerly of the following described line: Reginning at the intersection of the northerly prolongation of the centerline of Mt. View Avenue with the corporate limits line of the City of San Bernardino: thence southerly along said prolongation, and said centerline, to its intersection with the centerline of 40th Street: thence westerly along the centerline of 40th Street, to its intersection with the centerline of -H- Street: thence southerly along the centerline of -H- Street, and its southerly prolongation, to its intersection with the westerly prolongation of the centerline of parkdale Drive; then westerly along said westerly prOlongation of parkdale Drive, to its intersection with the centerline of State Highway 215; thence northwesterly along the centerline of said State Highway 215, to the corporate limits of San Bernardino.- I HEREBY CERTIFY that the foregoing ordinance was duly adopted by the Mayor and Common Council of the City of San Bernardino at a meeting thereof, held on the , 1987, by the following day of 4/3/87 -2- o o o vote, to wit: AYES: Council 'Iembers NAYS: ABSENT: City Clerk ""The foregoing ordinance is hereby approved this day '. of , 1987.
