DESCRIPTION) Finance: Council Nobll: .. r qCj, A ___...J_ 1._ CITCOF SAN BERNARDI~ - REQUE~ FOR COUNCIL ~ STAFF REPORT Page 1 of 2 Approximately 1,280 bleacher seats were installed at Fiscalini Field in 1982, as a part of an overall renovation. State Bond Funds were used to finance the cost of this project. The plans for this renovation were reviewed by the State Architect's Office to insure compliance with handicapped accessibility requirements in effect at that time. An additional 1,500 theater and bench seats are being installed in accordance with the Lease Agreement with the San Bernardino Spirit Baseball , Team. Section 2-611, "Special Standards of Accessibility," of the Inter- pretive Manual at California State Acessibility Standards, sets forth the number of wheelchair seating spaces required. . In all assembly areas, 6 spaces are required for the first 500 seats and 1 for each 100 seats thereafter. Under this formula, 16 wheelchair seating spaces would be needed, for the approximately 1,500 additional seats being provided. No wheelchair seating is to be provided for the 1,280 existing bleacher seats, since they were previously reviewed for conformance with accessibility requirements and found to be in compliance. Also, these bleacher seats are being relocated down the foul lines to the least desir- able ,location. A level platform, 9' - 4" by about 50', is being provided in a prime location, just be~ind the first base dugout. Access to this area is provided by 2 ramps. The standard wheelchair parking space is 30" X 60." The platform will be able to accommodate at least, 16 wheelchairs. Eight handicapped parking spaces will be provided in the parking lot, which is the number mandated for the parking spaces required by the Municipal Code. Neither the clubhouse or playing field were designed to be accessible to the handicapped, since these facilities are normally used by able bodied persons. Making the clubhouse accessible would require that the restroom be designed to accommodate handicapped persons. This requirement would result in a considerable increase in cost. Exceptions are permitted when the enforcing agency determines that compliance will create an unreasonable hardship. An unreasonable hardship exists when the enforcing agency finds that compliance with the building standard would make the specific work of the project affected by the building standard unfeasible, based upon an overall evaluation of the following factors: 1. The cost of providing access. 2. The cost of all construction contemplated. 3. The impact of proposed improvements on financial feasibility of the project. 4. The nature of the accessibility which would be gained or lost. 5. It is recommended that a finding be made that compliance with the accessibility standards, relative to providing wheelchair spaces for existing bleachers and making the clubhouse and playing field accessible, would create an unreasonable hardship. 3-25-87 75-0264
