STAFF REPORT
BID SPEC: F-87-23
The proposed contract is for Umpiring Services - Adult Softball Program, at the
request of the Parks, Recreation & Community Services Department appropriate spec-
ifications were prepared, published, and furnished to area suppliers of this service.
The bids were publicly opened and declared on March 3, 1987.. The following is a
summary of bids received.

In the years of 1985 (April) and 1986 (August) the City has solicited umpiring bids
to approximately a dozen vendors providing this service. The history of response
has been ('B5) one vendor responding, ('86) one vendor responding. This year ('87)
one vendor responding.
All vendors have complete information regarding the City requirements. All vendors
have the opportunity to participate. In view of the consistant response from the
marketplace, it is suggested the City accept this years bid response so as to afford
accommodating present requirement within the time constraints. Then, solicit a
three year contract the following year. This will provide a new marketplace interest
with the vendors for the Citys needs.
Specifications as bid have been reviewed with Parks, Recreation and Community Services
who concur that the bid of Tri-County Officials meets specifications and requirements.
It is therefore recommended the bid be accepted for contract. Funding is from adult
sports registration fees.

RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO TRI-COUNTY
OFFICIALS FOR THE FURNISHING AND DELIVERY OF UMPIRING SERVICES TO BE UTILIZED
3 BY THE PARK, RECREATION AND COMMUNITY SERVICES DEPARTMENT IN ACCORDANCE WITH
SPECIFICATION NO. F-87-23.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BER-
5 NARDINO AS FOLLOWS:
6 SECTION 1. Tri-County Officials is the sole bidder for the furnishing
7 and delivery of umpiring services in accordance with. Specification F-87-23,
8 at a total cost not to exceed $48,000.00; that such bid is satisfactory and in
9 accordance with Specification No. F-87-23; pursuant to this determination, the
10 Purchasing Agent is hereby authorized and directed to issue a purchase order
11 for said umpiring services to said lowest and best bidder; and such award
12 shall only be effective upon the issuance of a purchase order by the Purchasing
13 Agent.
