DESCRIPTION) Flnlnce: tJ,." 0,6<- Council No181: 7'5.02.2 Agenda Item No. 7 . -City OF SAN BERNARD~O - REQU~T FOR COUNCIL AC1:ION STAFF REPORT On September 9, 1986, the Mayor and Common Council authorized the separation of the Community Development Division from the Redevelopment Agency and its incorporation into the City Administrator's office. When Community Development was a part of the Redevelopment Agency, only one (1) clerical position was necessary, inasmuch as the Agency had a front office receptionist. with the separation, only one (1) clerical position (secretary) is assigned to the department. An additional clerical position is needed to assist in the implementation of the following major functions assigned to the Community Development Department: 1. Administration of all Community Development Block Grant activities, including capital improvement projects, economic development and public services. 2. Administration of various loan programs as set forth below: a) Neighborhood Rehabilitation Program for owner-occupied single family dwelling units (funded out of CDBG). b) Rental Rehabilitation Program (RRP) for investor- owners of multi-family dwelling units. c) Section 312 loan program for owner-occupied single family dwelling units. These loans are packaged locally and approved and serviced by HUD. d) Economic Development Program - small business loan program assumed by Community Development Department from San Bernardino Economic Development Council. 3. Administration and implementation of all single and multi-family mortgage revenue bonds. 4. Implementation of City Infill Housing Program. 5. Implementation of City twenty-percent (20%) set aside housing program. 6. Implementation of CHFA and State Housing and Community Development housing programs. 7. Implementation of City Beautification Program. 8. Grant preparation and submission of same to HUD, HUD/UDAG and the Economic Development Administration (EDA). Although the original staffing request submitted to the Mayor and Common Council included an additional loan officer for 7S-026. a-~s-g1 o o o o the small business loan program, action on this matter could be deferred until some time in the future when data will be available relating to funding and work load. However, the approval of an additional clerical position is essential to the effective and efficient accomplishment of the major functions listed above. staff recommends adoption of the form motion.
