The Negative Declaration for environmental impact was also recommended for approval. Recommended motion: To approve the responses to comments and to adopt the Negative Declaration for environmental impact which has been reviewed and considered. The applicant is requesting a change of zone from R-2, Two Family Residential District to R-3-l800, Multiple Family Residential District on one parcel totalling approximately .25 acre. 2. The site under review is Street, approximately 153 is currently vacant. located on the north side of 44th feet east of Sierra Way. The parcel 3. The requested Change of Zone is being filed in order to facilitate the construction of a multiple family residential complex on said property. The measurement of the parcel under review is approximately 79.8 with 136 feet in depth and having frontage on 44th Street. Thus, due to the limited size of the parcel, 10,838 square feet, the proposed development will be somewhat restricted, in addition, the City of San Bernardino has just implemented a new R-3 zoning Ordinance which could further limit the size of the proposed development. 4. Existing land use and zoning is varied within the immediate area. To the north and east of the site, single family residential units are witnessed with accompanying R-1-7200, Single Family Residential and "T", Transitional zoning. To the immediate south and west, multiple family residential units with R-3-l200, Multiple Family Residential and "T", Transitional zoning is designated. The newer development within the immediate area is of a multiple family nature which reflects the City of San Bernardino General Plan designation of Res.idential 15-36 dwellings per acre. In addition, field investigation by staff witnessed multiple family residential units on the easterly side of Sierra Way from 44th to 46th Streets near the project. The single family residential units appear to be approximately 1945-1955 vintage in construction. As noted by the surrounding zoning and land uses, the transition from single family residential to multiple family residential development along 44th between Sierra Way and Sepulveda Avenue and the area to the south of 44th Street has been established. The proposed change of zone would be consistent with that trend. It is, however, recommended that a less intense zoning designation of R-3-3000, which provides a density of 14 units per acre, would be more compatible with the size and dimensions of the lot and the existing single family residences to the north and east. The project is located on 44th Street which is classified as a wlocalw, inaddition, an alley to the immediate west of the project gives the developer additional vehicular access to 44th and 45th streets. The existing road width and improvement are adequate to accommodate the additional density as proposed by the requested change of zone. 7. The Environmental Review Committee reviewed 87-1, at their regularly scheduled meeting 1897. The Committee's recommendation favorable for the issuance of a negative above referenced Change of Zone. Dave Anderson Acting Planning Director 300 North "D" Street San Bernardino, CA 92410 Dear Mr. Anderson, I am writing you regarding my application for a change of zone (#87-1) from R-2 to R-3-1800. I would like you to reconsider the Planning Department's recommendation of a zone change from R-2 to R-3-3000 instead of the requested change to R-3-1800. The square footage of my property is 10,838 square feet. The Planning Department's recommendation would enable me to build 3.6 units. As you know, a .6 unit is not feasible. 1 would, therefore, appreciate your consideration of our application as proposed. I feel that with the current building ordinances (set-backs, parking requirements, etc.), I would be able to build a maximum of {41 units. My wife and I intend to occupy one of the units when completed. We currently own and occupy a multi-family dwelling located approximately 50 feet from the subject property. We allow a maximum of three persons per 2-bedroom unit and wi 11 be requi ri ng the same 1 imits for the new uni ts. The property we res ide' in is approximately half the size of the subject property. We house four 2-bedrooms units, .four enclosed garages, four additional parking spaces and one refuse bin. The units are well-kept and show pride of ownership. The units we are planning to build on the subject property would be archi- tecturally designed to be a definite improvement to the area. Although the subject property is properly maintained, it is a vacant lot and a terrible eyesore. The residential properties in the area were built in the 1950's and have reached their maximum value (see attached letter). The new units would not have a negative effect on the area population or property values. (Approximately 12-15 people would reside on the premises.) Because my proposed development will have the necessary space to include two enclosed parking spaces plus one additional on-site guest space per unit, this action will not have a negative impact on the parking or. traffic flow situation in the alley or surface streets. It is my hope that you will take the above information. into favorable consi- deration at the City Council meeting at which this request will be discussed. Thank you for your help in this regard.
