STAFF REPORT
Bids were received and opened for this project on Tuesday, March 10,
1987.
A total of 6 bids were received, with the Basic Bid ranging from a
low of $129,800 to a high of $180,042. Additive alternates A, B, and C
added to the above gave a range of $147,981 to $215,015.
Listed below is the total estimated project cost, based upon the
actual low bid price:
Construction Contract $ 129,800
Engineering & Inspection (W.O.#1468) $ 10,000
Sub-Total $ 139,800
Contingencies (5%)t 7,200
Total Estimated Project Cost $ 147,000
The project consists of installation of stree~ lights in the down-
town area. The area was designated an underground 4istrict and Edison
Telephone will be removing their overhead facilities. The existing street
lights are attached to the utility poles and, with their removal, the ~rea
will be dark. A portion of the city's responsibility is to provide the
service to the existing street light along Third Street. Additive alter-
nates A, B, and C were for this work in the event the contractor submitted
favorable bids. However, this was not the case and the City crews will
perform the required work.
A total of $128,400 has been allocated from the Community Develop-
ment Funds to finance the costs of this project. Supplemental funds in the
amount of $18,600 will be needed to finance the total estimated project cost.
It is proposed that this amount will be secured from the Community Develop-
ment Contingency Fund.
We recommend that the contract be awarded to the low bidder, for
the Basic Bid only.

RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO
STEINY AND COMPANY, INC., FOR CONSTRUCTION OF STREET LIGHTING IMPROVEMENTS
3 FROM SIERRA WAY TO WATERMAN AVENUE, AND THIRD STREET TO FIFTH STREET.
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

SECTION 1. Steiny and Company, Inc. is the lowest responsible
6
bidder for construction of street lighting improvements from Sierra Way to
7
Waterman. Avenue, and Third Street to Fifth Street, in accordance with Plan
8
No. 7166, for the total amount of $129,800, a contract for the Basic Bid
9
is awarded to said bidder accordingly, but such award shall be effective only
10
upon the contract being fully executed by the parties; all other bids
11
therefor are hereby rejected; and the Mayor is hereby authorized and
12
directed to execute said contract on behalf of the City; a copy of the
13
contract is attached hereto, marked Exhibit "A" and incorporated herein by
14
reference as fully as though set forth at length.

amendments or modifications thereto shall not take effect or become operative

SECTION 2.
Execution and Amendments. This contract and any
until fully signed and executed by the parties and no party shall be

obl igated hereunder until the time of such full execution. No oral
19
agreements, amendments, modifications or waivers are intended or authorized

and shall not be implied from any act or course of conduct of any party.
