Mayor to submit application to establish and maintain a non-residential
CCC satellite component within the City of San Bernardino,

STAFF REPORT
Requesting approval by City Council authorizing the Mayor to submit an
application to the State of California Conservation Corps for administer-
ing a $120,000,00 grant,
This grant would continue the successful CCC satellite program composed
of 15 locally hired corps members and a supervisor. This group would
provide service to the community by performing public type works including,
but not limited to: 1) Urban reforestation; 2) Low-income home weatheri-
zation; 3) Park construction and rehabilitation; 4) Emergency response
and 5) Historical site restoration/preservation,

MAYOR TO SUBMIT AN APPLICATION TO THE CALIFORNIA CONSERVATION
3 CORPS TO MAINTAIN A NONRESIDENTIAL CALIFORNIA CONSERVATION
CORPS SATELLITE PROGRAM WITHIN THE CITY OF SAN BERNARDINO.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. Recitals.
8 A. Public Resources Code Section 14400, et seq.,
9 provides that the California Conservation Corps ("CCC") shall
10 develop nonresidential programs in neighborhoods which have
11 high concentrations of ethnic-minority youths and high levels
12 of youth unemployment, and establishes procedures to be
13 followed in carrying out the intent of such nonresidential
14 programs.
15 B. The CCC is currently soliciting proposals from local
16 governmental entities who desire to establish or maintain a
17 CCC nonresidential satellite in their community.
18 C. Any such satellite must provide beneficial services
19 to the community by performing public works projects, such as
20 urban reforestation, low-income home weatherization, park
21 construction and rehabilitation, emergency response, and
22 historical site restoration/preservation.
23 D. In order to submit an application to the CCC, the
24 City of San Bernardino must submit a resolution of its
25 governing body approving and authorizing participation in the
26 CCC satellite program.
27 E. The Mayor and Common Council of the city of San
28 Bernardino commend State representatives and the CCC for

1 providing this program to local governmental entities, and
2 especially commend the program for its emphasis on educational
3 components.
4 SECTION 2. ImDlementation. The Mayor is hereby
5 authorized and directed to submit an application to the CCC
6 for the maintenance of the nonresidential CCC satellite
7 program.
8 I HEREBY CERTIFY that the foregoing resolution was duly
9 adopted by the Mayor and Common Council of the City of San
