(! ~ Council Note.: 1 n.un Agenda Item No. 9: -CI--t:1-OF SAN BERNARDICb - REQUIOr FOR COUNCIL AC'QDN STAFF REPORT Engineering Division has recently upgraded 19 traffic signals within the Central Business District by replacing the electro- mechanical controllers with solid state type 170 controllers. The new controllers have been used in other locations and proven to improve traffic circulation by reducing delays subsequently reducing the potential for traffic accidents. However, a revised progression timing plan is necessary to utili ze the capabili ties of the new system, The current Traffic Engineering Staff is unable to devote the necessary time to a project of this magnitude without jeopardizing the daily operation and other projects currently undertaken. We contacted Mr. Bob Wirts who served as the City's Traffic Engtneer for sixteen years and is currently providing Professional Traffic Engineering Services for SANBAG and other local governments in the region. Mr, Wirts presented a reasonable quote of $6,550,00 to complete the first set of Timing Plans for the P,M, peak hours, The work will include all the tasks outlined in the attached proposal with the exception of Task 4(b), An additional $2.400,00 may be requi red if a second set of ti mi ng pl ans for the A.M. peak hours is deemed necessary, Mr, Wirts is uniquely well qualified to provide these services, due to his long years of experience in operating the downtown system. For this reason, no other proposals were solicited, It is recommended that a transfer of funds be allocated for accidents and material repair to hire Mr, Bob Wirts, Traffic Engineer, to provide the needed timing plans, 3-11-87 2 75.0264 o o o E NOT 7D SCALE , o A PROJECT SIGNAL LOCAllONS 3/11/87 o o o o November 26, 1986 Mr. Roger Hardgrave Director of Public Works/City Engineer City of San Bernardino 300 North "D" Street San Bernardino, CA 92418 Attention: Mr. Peter liu City Traffic Engineer RE: Proposal for Progressive Traffic Signal Timing Plans Dear Mr. Hardgrave: I appreciate the opportunity of submitting this proposal to provide the professional traffic engineering services needed to provide traffic signal timing plans for the coordination of all traffic signals within the Central Business District, from "I" Street to Sierra Way, and Rialto Avenue to Ninth Street. The following proposal is based upon your recent verbal request. Scope of Work: The tasks outlined below are predicated on the assumption that all work will be done in close coordination with Mr. Peter Liu, City Traffic Engineer. Task 1 - Initial Meeting The project will be started with a meeting with city staff members and the consultant. The purpose of the meeting will be to initiate the coordination process, determine city policies and obtain city furnished materials, Task 2 - Field Reviews and Data Collection It is understood the city has five independent traffic sig?al systems within the Central Business District. A field reV1ew will be made of each system. Data will be collected pertaining to existing hardware, software, and type and location of interconnect. Traffic signal hardware and software venders will be contacted for their input regarding efficient and eco- nomical methods of cOmbining the systems. Task 3 - Analysis and Recommendations All data will be reviewed and analyzed. Findings, cost estimates and recommendations will be provided in a written report regarding the existing systems and how they should be ~ied together in order that comprehensive timing plans may be implemented. 3/11/87 ((:(())f9)Y o o o o Mr. Roger Hardgrave proposal for progressive Traffic Signal Timing Plans November 26, 1986 Page 2 Task 4 - progressive Traffic Signal Timing Plans (a) P.M. peak hours progressive traffic signal timing plans will be developed for the Central Business District. The new microcomputer program entitled PASSERII-84, developed by the University of Texas, A & M, will be utilized for this task with other acceptable traffic engineering techniques. (b) plans will in (a). A.M. peak hours progressive traffic signal timing be developed using the same software and methods as Task 5 - Final Field Review After implementation of the progressive timing plans by city forces, a field review will be made to determine if the system is operating as planned. Adjustments will be made where deemed appropriate, Project Time Schedule Task 1 7 calendar days Task 2 21 calendar days Task 3 21 calendar days Task 4 70 calendar days Task 5 7 calendar days project Total, 126 calendar days (18 weeks) 2. It is proposed to do all the work as outlined under Task 4(b) as follows: Time and materials not to exceed $2,400.00. Hourly charges will be in accordance with the hourly rates outlined below, upon which it is proposed that monthly billings be made for work completed the previous month.
