That the Storm Drain Fees paid by Tract No. 12,872,
in the estimated amount of $B2,OOO, be allocated to
construction of Master Plan Storm Drain 7-814, from
Tract No, 12,872 to Devil's Canyon Diversion Channel,
and the balance of the necessary funds to be provided
in the subsequent Storm Drain Construction Fund 8udget.

STAFF REPORT
Tentative Tract No. 12,872 was approved by the Planning Commission on
2-5-85, with the following condition relating to construction of Master Plan
Storm Drain facilities:
"(d.) The portions of the following City Storm Drain Master Plan
facilities, located adjacent to or within the development,
along with the necessary off-site improvements required to
provide the proper. functioning of the facility, shall be con-
structed at the developer's expense, or the developer shall
pay to the City the estimated construction cost of the
facilities: Project No. 7-814."
The subdivider has estimated that construction of the Master Plan
48-inch storm drain, within the limits of Tract No. 12,872, will cost
$155,000. Also, that the storm drain fees for this tract will amount to
about $82,000.
Construction of the storm drain within the tract boundaries would
provide no benefit. Under terms of condition of approval l(d), we could
require the subdivider to pay the cost for installation of this storm drain
to the City, However, the cost to install this drain at a later date would
be higher, due to cutting the pavement, controlling traffic and solving
conflicts with utilities.
A letter has been submitted by the subdivider recommending that the
storm drain fees to be paid by this tract be applied to extension of the
storm drain to the flood control channel. The area of Morgan Road and Little
Mountain Drive has experienced the deposition of mud and debris, and con-
siderable quantities of storm waters flowing in the street. This facility
has been identified as one of the 10 most needed storm drains within the City.
Acceptance of the subdivider's recommendation will require allocation
of about $318,000 in the subsequent Storm Drain Construction Budget
(probably 1987-88) after payment of the storm drain fees,
Due to the past history documenting the need for this storm drain. we
recommend that the subdivider'srecommendation be accepted.
Originally the Master Plan showed a storm drain in Little Mountain
Drive, joining the one in Morgan Road, and a 75-inch pipe easterly to the
channel. Storm waters from Little Mountain Drive will now be drained through
the Shandin Hills developments, which negates the need for the 75-inch pipe.
