At the meeting of the Planning Commission on February 17,
1987, the following action was taken:
The public hearing for the Highland Area Plan was continued
to the Planning Commission meeting of March 17, 1987, at
7:00 p.m. in the Council Chambers, City Hall.
The Planning Commission directed the Planning Department
staff to submit a request to the Mayor and Council that they
reconsider their decision to table the Highland Area Plan
and allow the Planning Commission to hold the public hearing
on March 17, 1987 and proceed with the processing of the Area
Plan (for ultimate placement on the Mayor and Council agenda) ,

The Highland Area Plan Citizen Advisory Committee has completed its work on
Land Use Alternative No.4. It, along with Alternative Nos. 1, 2 and 3 deve-
loped by staff, are now presented to the Planning Commission for review and
recommendation to the Mayor and Common Council.
The Commission previously reviewed all four alternatives on December 15, 1986.
At that time, the Commission directed staff and the Committee to obtain public
input by conducting a Public Forum. This was done on January 26, 1987.
Attached are staff and Committee responses to the written comments submitted
during the forum. Since then, the Committee has re-reviewed alternative No.4
and made sli9ht modifications. Alternative Nos. 1, 2 and 3 were not changed.
Alternative Nos. 1, 2 and 3 generally differ in the amount of multi-family
units each proposes; No.1 proposes the lowest number of units while No.3
proposes the highest number among the three. Alternative Nos. 1 and 2 elimi-
nate much of the under-developed strip commercial designations along major and
minor arterials in favor of commercial nodes at major intersections. The
first three alternatives also help implement the Greenbelt Program by tying
residential density to degree of fire hazard in the foothills. Open space
areas, flood control areas and Public/Quasi-Public areas are almost identical
in all four alternatives.
In developing Alternative No.4, the Committee took special care to ensure
that the map reflected all existing land uses and approved development propo-
sals within the Area Plan boundaries. This has resulted in a plan that
greatly expands strip commercial, commercial-industrial and heavy industrial
uses.
Attached are copies of each of the four land use alternatives as well as a
summary narrative prepared for the Public Forum. Large display copies of the
alternative maps will be shown at the Commission meeting. Since this is an
advertised Public Hearing, the Commission should accept public testimony
before making its recommendation to the Mayor and Common Council.

As per your request, the following is a list of reasons why
the Highland Area Plan should not be reactivated at this
time:
1, Delav in Startinq City General Plan Revision
Given the shortage of planners in the department,
continuing work on the Highland Area Plan would
delay the start of the City General Plan revision
by at least 8 to 12 months, The General Plan would
have to be put on hold until the Highland Area Plan
and Final EIR have been completed,
2. Lack of Environmental Review
The four alternative plans for Highland cannot be
used on an interim basis or as guides without a
complete environmental evaluation,
3, City-wide Issues Affect Highland Plan
There are several issues affecting Highland which
need to be studied on a City-wide basis, including
housing, noise and economics, These are elements
of the City General Plan Revision which will be
assigned to consultants for completion,

4. All Work on Hiqhland Will Be Saved
All of the work completed thus far on the Highland
Plan by both staff and the Citizen Advisory Commit-
tee will be used as part of the City General Plan
Revision. Using the existing data will speed up
the General Plan process. The General Plan will
"catch up" to the Highland Plan in approximately 15
months.
