STAFF REPORT
Engineering Division received a request from Mr. Merle Pagel to
control the littering problems in front of his office building, located
on the northwest corner of 16th Street and Arrowhead Avenue.
Mr. Pagel claims that the apartment tenants across the street park
their vehicles in front of his building, resulting in trash and security
problems, and further jeopardizing his lease agreements with his tenants.
The request was discussed at the Mayor's Traffic Safety Committee
on January 14, 1987. The Committee has recommended that a "no parking"
zone between 12:00 midnight and 6:00 A.M. be established on the west side
of Arrowhead Avenue, between 16th Street and the first alley north.
The proposed parking restriction will not adversely affect the
parking in the area.

UPON CBRTAIN DBSIGNATED STREETS OR PORTIONS THEREOP . . .-, TO
ESTABLISH A NO PARKING ZONE ON THE WEST SIDE OP ARROWHEAD AVENUE,
BETWBBN SIXTBBNTH STRBET AND THE EAST-WEST ALLEY NORTH, BETWEEN
l2:00 MIDNIGHT AND 6:00 A.M.
BE IT RBSOLVED BY THE MAYOR AND COMMON COUNCIL OP THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION I. Resolution No. 3985, which prohibits parking upon
certain designated streets or portions thereof, Section One
Subsection (2.5) ARROWHEAD AVENUE is amended to read:
-(2.5) ARROWHEAD AVENUE
(a) Between Central Avenue and orange Show Road, between the
hours of 6:00 p.m. and Midnight.
(b) Between Central Avenue and Esparanaa Street.
(c) Between Esperanza Street and Mill Street, applicable to
the west side only.
(d) Between the centerline of Pifth Street and a point 90
feet south, applicable to the west side only.
(e) Between Sixteenth Street and the first alley north,
between the hours of Midnight and 6:00 a.m., applicable to the
west side only.-
